The purpose of the position is to support Gambella field office programmes in any construction activities and ensure that all construction activities are performed as per agreed standard and framework. The Construction Supervisor position is a field level professional engineering expert position that involves planning, implementing, supervising and monitoring the proper and timely implementation of all facility constructions works in Gambella IMC intervention sites/camps. The position also requires proper planning and management of construction materials, equipment and other resources under the project/program and reporting periodically to the respective program managers.
This position reports to the Field Program Coordinator, and will works closely with Field Program Managers, Sector heads (Logistics and finance), Senor Officers of GBV, MHPSS and SRH programs for facility improvements. The Construction supervisor is key part to successfully completing the construction contracts prepared by Logistics Department and Coordination office in Gambella.
Job Responsibility
· Plan for the all facility constructions, repair or improvement for staff house, security as well as program facilities inside the refugee camps.
· Follow up of procurements of construction materials, equipment, service and goods and get verification from the respective programme manager.
· Prepare BOQ, Specification and tender document for all construction works. And he/she also responsible for preparation of procurement plan (work schedule, cash forecast /flow, equipment, materials, labour and other schedule) and following up the delivery of the requested items and maintain a good inventory of materials received and utilized.
· Inform management of productivity, costs, quality control, document management and processing of applications for payment. Notify management of any issues that arise which affects quality, budget, progress and safety.
· Manage and prepare systems to monitor, inspect the construction materials, equipment and goods with organization logistic and inspection of purchased items, construction materials and equipment.
· Advise program managers and sector heads on low cost, technical sound and acceptable facility planning, maintenance and construction
· Oversee appropriate management of construction materials at site/s.
· Responsible for timely completion of all required project close-out documents per contract.
· Distribute contract documents to subcontractors, including drawings, specifications, and general conditions. Include any accepted alternates or addendums with documents.
· Assists other related department to prepare BOQs, detail Specification for temporary, semi-permanent and minor construction activities in the organization activities found in his area of duty
· Supervises one or more crews engaged in constructing and repairing of Multifamily, Communal, house hold and Institutional latrines, solid waste pits with fence, and other sanitation facilities which are being constructed at refugee camps and rural/host community area
· Prepares required reports weekly, monthly, quarterly and end reports as per the requirement.
· Work closely with the managers, senior officers, logistics and other program department that may require technical support in construction and design of structures.
· Perform other tasks as assigned by his supervisor/s.

· Willingness to work additional hours in order to meet tight deadlines.
· Follow up of project implementation through organizing regular update
· Knowledge of project management software, Engineering Aid Computer Software skills a must like Auto Cad, EPANET or similar software packages, a strong knowledge of manipulating excel spreadsheet is required ·
· Familiar with standard concepts, practices and procedures within the general sanitary facility construction field in emergency response projects.
· Strong and effective communicator, both verbally and written, who can interface cooperatively with various departments of the organization, as well labour local and subcontractors ·
· Excellent presentation and negotiation skills
· An overall “action orientation” and strong problem solving abilities.
Job Requirement
Education:
· BSc or Advanced Diploma in Civil/Hydraulic/Construction or related Engineering fields.
Experience:
· Minimum of 3 to 5 years’ general construction related experience for BSc degree and Advance Diploma respectively.
· Has experience and knowledge of facility construction methods and activities in the refugee camps, review/interpret engineering drawings, specifications and other design documents; understand project design basis and contractual requirements, develop construction specifications, scope of work, estimates and prepare construction work packages, write daily, weekly monthly and other construction reports on timely manner ·
· Ability to travel extensively and relocate. Willing to work at remote area specifically ·
· During Construction Phase, proactively manage project to achieve quality, schedule, budget and safety.
· Utilize and maintain tools: schedule and document management to track and record project performance.
· Experience in Gambella area is a plus.
