Background:
To facilitate the rollout of covid-19 vaccination in Ethiopia, MoH and its partners have mobilized resources from various resources. MoH has received funding from different donors including GAVI, world bank and others. Part of the resource was allocated and distributed to agencies and RHBs to facilitate recruitment of TAs, organize training and supportive supervisions as well as operational cost for covid-19 vaccination campaigns. Additionally, based on the need and available resources, MoH, RHBs and different partners have deployed TAs on covid-19 vaccination and routine immunization to all regions in the country.
MoH- Ethiopia requested JSI R&T to provide technical assistance on immunization grant management to MoH and selected RHBs to support in timely and efficient utilization of financial and technical resources and accountability related with covid-19 vaccination rollout and routine immunization.
Based in regional health bureaus (RHBs), the TA on grant management will provide support to the RHB in documentation and timely and efficient utilization of allocated resources from MoH and other partners and contribute to the overall coordination and management related with COVID-19 vaccination and maintaining functionality of routine immunization within the region.
Roles and Responsibilities of TAs
Provide strategic and day-to-day support to the RHB on grant management and overall coordination of resources allocated for rolling out of covid-19 vaccination with funding from GAVI and other donors. The specific tasks include
o Closely work with MoH EPI team, finance and procurement directorate at MoH, finance department at the RHB and EPI team at RHB to facilitate timely and efficient utilization of resources allocated for the region
o In collaboration with finance department within RHB, develop regular update/report on the status of activities completed and budgets liquidated by each of ZHDs and present it to decision makers within the RHB and MoH
o Regularly, identify challenges, supports needed for timely and efficient utilization and accountability of resources allocated to regions and present it to decision making body within the ministry.
o Support RHBs and ZHDs on timely utilization, reporting and liquidation of resources allocated for covid-19 vaccination and routine immunization
o Support the RHB in coordination and following up of ZHDs on timely utilization and accountability of resources allocated to regions
o Provide needed technical support to RHBs and agencies on efficient utilization of allocated resources, timely accountability and other grant management related supports
o Provide technical support to RHB in organizing and documentation of immunization related technical and financial reports.
o Organize an archiving system, outlining a long-term storage strategy and capacitate EPI and finance team on proper documentation
o Assist with both internal and external audits and ensure documentation integrity at Regional, Zonal and Woreda level.
o Participate in supportive supervision and field visit, review meetings, TWGs and other covid-19 related strategic meetings to ensure resources and grants are used for the intended purpose.
o Provide additional technical assistance on regional COVID-19 vaccine Rollout by participating in different TWGs.
o Other similar activities assigned by supervisor
Deliverables expected from the consultant
1. Supported RHBs to prepare and submit technical and financial reports to MoH- at least quarterly for GAVI and other major donors of immunization for each project
2. A system of archiving created in each RHB for each of the GAVI funding resources (reports of microplan, trainings, supportive supervision, etc in soft and hard copy). Soft copy shared with MoH
3. Supported RHB/MoH to liquidate their allocated resources timely
4. Attend supportive supervision organized by RHB/MoH
5. Supported RHBs in coordination of TAs

Duration of recruitment: Fixed term employment: tentatively Aug 2022 – Dec 2022 with possibility of extension
Duty station: based in RHBs (one in each RHBs of SNNPR and SW Ethiopia)
· Masters in public health, business administration, health economics or relevant fields of studies with first degree in any health science
· At least six years of experience in Immunization program and health grant management
· Prior experience of implementing or supporting routine immunization programs
· Experience of working with donor funded projects including from GAVI, world bank, etc
· Experienced and flexible to work with different departments within the RHB
· Should have demonstrable experience of working on health related projects preferably on immunization related projects
· Previous experience of working within ministry of health supporting grant and budget management is advantageous
· Willing to travel to woredas and zones within the region (up to 30%) to support in grant management and COVID-19 vaccine Rollout and RI
· Outstanding organizational skills and multitasking ability.
