GENERAL INFORMAION
Services/Work Description: Mobile app development.
Program: The Health Workforce Improvement Program (HWIP) is a five- year (2020-2025) USAID funded project. Jhpiego leads the implementing consortium which includes Amref Health Africa, Ethiopian Midwives Association, Ethiopia Medical Association, Ethiopia Association of Anesthetist, and Ethiopian Nursing Association.
The program strengthens the health workforce and health institutions at all levels by collaborating with a variety of sectors (including the Ministries of Health and Education, PAs, HEIs etc.). By optimizing the production, performance, and management of the health workforce with the ultimate goal of Ethiopia meeting its goal of universal health coverage (UHC) for all its citizens.
The program will explore multisectoral and public-private partnerships, gender-transformative approaches, and evidence-based strategy to address Ethiopia’s health workforce challenges. Over the course of five-years, the program intends to:
· Improve competencies of the health workforce by improving the quality of pre-service, in-service, and continued learning (including eLearning)
· Strengthen national level health workforce regulation by coordinating and standardizing credentialing
· Institutionalize the generation and use of human resources for health (HRH) related evidence to inform decision-making
Amref health Africa is responsible for the digital learning in pre-service and in-service education with the goal of increasing access to standardized, quality and accredited courses in in-service training and continuing professional development through a digital learning solution. Specifically, the program seeks to put in place a sustainable and efficient/effective digital learning solution supported with a robust governance and leadership structure, requisite infrastructure and capacities across the key stakeholders.
Under this program area, Amref will aim to:
i) Establish an enabling governance and leadership structure engaged in advocacy, design, development and maintenance of the digital learning solution;
ii) Develop and implement an ecosystem that supports the development and implementation of the digital learning solution targeting selected health professionals;
iii) Design and test sustainable alternatives with the capacity to run the digital learning solution for transition and sustainability; options include a national health council or a social enterprise led by a multidisciplinary staff to manage an independent and financially viable operation among others.
Scope of Work
The service provider is expected to design, develop and assist in the launch of a multi-platform mobile application focused on availing national guideline to the health workforce of the country. The mobile platform shall be linked to a web-based platform where the guidelines are managed and published. Upon publishing, the guidelines will be ready for download/pushed to the mobile app. It will also be required to include additional features such as BMI calculator, EDD calculator etc.
While not exhaustive, the following are some of basic requirements for the app have been identified (the list of features will be expanded based on the findings resulting from user requirements phase):
· the mobile platform should be accessible on multiple platform
· A Content Management System to that will allow to manage guidelines (build and publish) with a support of multimedia content
· Features such as notification system, specification for target devices and localization (Geo tagging)
· the applications interface will be designed for English but possibility of being expanded to other languages
· Focus on simplicity, great performance and attractive design
Deliverables
· User requirement document
· Mobile platform: Guideline management system
· Deploy national TB guideline on the platform
· User and Administrator Manual of the system
Delivery Period
· One month after contract agreement is signed
· A degree/masters in computer science, Educational Technology, or a related degree or qualification
· Minimum of five of experience in system development and testing
· Strong knowledge of technology and developments in the field of database and web-based system
· Demonstrated knowledge of mobile app development
· Proficiency in coding (PHP, HTML5, CSS, JavaScript, jQuery)
· Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines;
· Ability to work independently and as part of a team;
· Knowledge of, and experience working with MoH and other organizations departments
Format for the Response
· The bidder’s response to this request must include a technical proposal and a financial proposal
Consultancy requirements
· Registered and renewed license for the fiscal year.
· VAT registration and Tin number registration.
· CV with relevant experiences in event organization and concept development for events.
· Technical and financial proposals with clear and distinct financial breakdowns and reporting schedule.
