Summary of the key functions/responsibilities:
v Oversee the development of Incubation Hub Methodology (training, mentoring & QA) to help local institutions access support to achieve FCDO’s required levels of quality and compliance,
v Prepare and review contracts, MOUs and teaming agreements from partners and funders.
v Work with the Partnership and Incubation Hub Manager in the management of TARGET’s ESIF project partnerships including due diligence of prospective partners.
v Perform grant administration ensuring major deliverables are tracked and reports and invoices are submitted in time and that these are aligned to the reporting requirements;
v Work collaboratively with the Partnership and Incubation Hub Manager and other TARGET programme team to monitor level of delivery and where adjustments may be necessary through revision of contract terms and cost/no cost extensions.
v Undertake regular communication and follow-ups with partners and sub grantees clarifying any contractual issue that may arise.
v Participate in the identification of support needs and development of support plans (administrative, financial, project management and delivery) of incubation hub partners & liaise across the TARGET team to ensure that timely & relevant support is provided.
v Take responsibility for administrative section of designing project proposals and implementation frameworks that are in line with donor and EDT requirements.
v Provide technical assistance to partners and sub-awardees in the implementation and management of the grant cycles, budgeting, financial reporting and donor compliance.
v Regularly monitor projects’ and partners’ performance against key indicators, taking appropriate action where necessary including flagging risks for appropriate management action.
v Participate in organizational due diligence assessments of identified CSOs.
v Facilitate submission of applications by providing the required information.
v Encouraging & supporting CSOs in the preparation of concept notes & proposals.
v Participate in the assessment of grant applications/proposals.
v Facilitate grant transfer to awardees/grantees.
v Monitor grant management/resource utilization of partner CSOs.
v Prepare monitoring reports and share feedbacks with CSOs in a timely manner.
v Participate in the preparation and submission of quarterly reports on activities of units.
v Review CSOs quarterly narrative and financial reports and provide regular feedback to CSOs on regular basis.
v Capture and share knowledge and experiences to promote learning.
v Assist CSOs in addressing value for resource, gender equality, social inclusion and other dimensions of diversity strategies.
v Accomplish other tasks provided by the Partnership and Incubation Hub Manager.

Knowledge
Essential:
ü MA Degree in education, project management, business management, social sciences, or other relevant courses
ü Knowledge and experience of project management frameworks
ü Knowledge of the education sector in Ethiopia
ü Good understanding of networking and partner relationship management
ü Good experience in partner capacity development activities
ü Excellent knowledge in compliance and partnership management, project management
Desirable:
v Certification in project management
Essential:
v At least 5 years relevant experience of which 2 years as partnership management.
v Prior experience in working with downstream partners and donor reporting.
v Knowledge of FCDO fund requirements.
v Prior exposure in working with a team in developing and reviewing proposals.
