MSI Ethiopia Reproductive Choices is a partner of MSI Reproductive Choices, currently undertaking a dramatic scale-up of health service delivery for low-income, underserved, marginalized women and couples in Ethiopia. This includes expanding services in clinics, creating access for SRHR service via private engagement network, provision of quality SRHR services for rural and hard to reach community through outreach programs, public sector strengthening channel across the country including emergency response intervention in war affected areas.
1.2.The Project
Funded by European Commission, Youth for Health (Y4H) is a three-year initiative/project, that will work to expand access to life-changing adolescent sexual and reproductive healthcare and rights (ASRHR), with a focus on reaching the poorest and most marginalized adolescent girls, including those with disabilities, in rural and hard-to-reach areas of Ethiopia.
By unlocking demand and access and contributing towards changes in favor of supportive policies and funding environments, Youth for Health will increase and sustain access to ASRHR for girls and young women.
Youth for health project has three major outcomes.
A. Increased demand for, and access to, high-quality, discrimination free ASRHR information and services
B. Increased public sector willingness and capacity to deliver and sustain high quality ASRHR information and services
C. Improved enabling policy and funding environment at regional, national, and sub-national level
Linked with Outcome 2, MSI is planning forward to assess public facilities readiness to respond the growing need of adolescent SRH, in the project impact area. Particularly MSI envision to be informed by the assessment result and articulate subsequent public sector strengthening interventions. Moreover, the assessment will serve as a benchmark/baseline for monitoring and evaluation of the project achievement.
1.3.Purpose of public facility assessment work
The main purpose of this consultancy service is to lead and conduct facility assessment vis-à-vis adolescent SRH responsiveness and accommodating the needs of marginalized adolescent girls, including those with disabilities in 20 selected public facilities, and respective health administration structure located in Sidama and SNNP regions.

1.4. Specific Objectives
The objectives of the assessment are to collect, analyze and present qualitative/quantitative date that inform the project’s subsequent SRHR intervention in the public facilities. Particularly,
· Providers Knowledge of SRH/RMNCH
· Facilities readiness in equipment and supplies
· Training and competency of providers
· Contraceptive stock status
· Adolescents service uptake, challenges and opportunities
· Disability inclusion knowledge and practice
2. Scope of the work
The consult should use both primary and secondary data during the assessment, as well standard youth friendly SRHR service assessment tools, including Ministry of health disability inclusion tools.
Particularly the assessment will focus on the supply side challenges; including providers capacity to provide general SRH services and specific knowledge to address adolescent and young women SRH needs.

The consultant is to suggest a more complete workplan, considering these milestones. All the work needs s to be finalized before end of October 2022. Applicants are expected to submit implementation timeline, for the above listed deliverables.

1.1.Consultant qualifications, competencies, and experience
The assignment requires a consultant(s) with prior experience in quantitative survey methods and qualitative research methods. The consultant(s) should meet the following criteria:
