Multisectoral Humanitarian Assistance and Early Recovery of Vulnerable Population Affected by the Tigray Spillover Crisis (2022 – 2023)
Introduction
The project entitled Multisectoral Humanitarian Assistance and Early Recovery of Vulnerable Population Affected by the Tigray Spillover Crisis (2022 – 2023) responds to the humanitarian crisis caused by the conflict in the Tigray region. It is implemented in three districts: Chifra (Mesgid, Askoma, Teaboy); Gulina (Bolotomo, Regdan, Huletegna Badule); and Uwwa (Hara Gerbu, Fokisa, Boteni) and targets returnees from pastoralist and agro-pastoralist communities. The project involves three main interventions addressing: 1) food security; 2) gender-based violence (GBV); and 3) water, sanitation and hygiene.
Result 2 (GBV) will be achieved through three main activities. Firstly, a rapid gender and GBV analysis will be conducted to map existing gender norms, GBV attitudes and practices as well as institutions working on mitigating negative impacts of GBV, including those participating in the local referral system. The analysis seeks to fill in existing gaps in localized data and to provide tailored information for the project activities.
Secondly, community sensitization on GBV will be guided by the findings of the analysis. The project will organize a community dialogue on the prevalence of gender-based violence and obstacles for gender equality in nine target kebeles. The campaign will be designed with the support of community-based institutions, religious and clan leaders, District Women, Children and Social Affairs and Education Offices, women associations, schools and community representatives. Its aim is to inform communities about basis and consequences of GBV; reduce negative perceptions of survivors of violence; inform about availability of services for GBV survivors; and enhance survivors’ access to vital services. The community sensitisation will complement the campaign during 16 Days of Activism against GBV (25.11 – 10.12.2022).
Finally, in parallel with the sensitization campaign, coordination meetings will be organized with the existing institutions (public, private, civil society) engaged in the service referral system in each district. The institutions will be prioritized based on the mapping carried out as part of the rapid gender and GBV analysis seeking to identify key stakeholders. The project team will identifying sensitive pathways on how survivors can avail of services, while resources will be allocated for logistical support of survivors to reach required services. Linking with the referral mechanism will be conducted in close coordination with the GBV sub-cluster at national and regional levels.
Objective of Gender and Gender-based Violence Analysis
The objective of the assignment is to undertake an analysis of gender relations and the prevalence of gender-based violence in three districts of Afar (Chifra, Gulina and Uwwa) that will inform project interventions addressing gender-based violence. Specifically,
