About BRIDGES and First Consult
BRIDGES is a five-year youth jobs creation programme implemented by First Consult in partnership with the Mastercard Foundation as part of the Foundation’s Young Africa Works strategy. BRIDGES is working to create and support jobs and micro, small and medium enterprises by unlocking the job-creation potential of industrial parks and other big enterprises in Ethiopia.

Background to the assignment
The labor market in Ethiopia suffers from a number of challenges including weak market information, low labor skills/productivity and labor mismatch as well as limited job opportunities. With more than 150,000 university graduates every year and 306 private higher education institutions on the supply side with increasing rates of enrolment and graduation, the need to address supply and demand side factors with interventions has become a necessity.
Due to lack of experience, job market information, and mismatch between youth aspirations and market requirements, young people are disadvantaged[1]. This is even more nuanced in the Ethiopian context with more than 29% of the population being between 15 and 29 years old and at 25.7% youth unemployment rate[2].
BRIDGES envisages to design a program that works with fresh and recent university graduates on key skills development training, mentorship and work placement. The program envisages producing empowered, motivated and well-trained young professionals serving in senior and mid-level management positions leading changes and reforms across public, private and international institutions.
Purpose of the assignment
First Consult through the BRIDGES programme is seeking to hire a consulting firm/individual to conduct an assessment on young professionals, fresh and recent graduates as well as selected hiring institutions to understand the dynamics in the job market. The assessment is expected to serve as a starting point to design a program aimed at the young professionals development program through skills training and work placement. The assessment is expected to be carried out using different methodologies including desk review, key informant interviews, focus group discussions, workshops etc.

c) Stakeholder mapping
2. The draft assessment will be followed by a results validation.
