1. Background
The Government of Ethiopia has received financial support from the World Bank to play its part under the Africa CDC Regional Investment Financing Project aimed at strengthening regional infectious disease detection and response systems. Being one of the implementing agencies of the project, the Ethiopian Public Health Institute is planning to hire Quality Officer with strong qualification and experience for supporting its laboratory capacity building initiatives.
2. Job Summary
The Quality Officer is in charge of overseeing, organizing, monitoring, and improving the quality of medical laboratories in the nation. The Quality Assurance Officer is responsible for reporting and documenting findings that have an impact on the successful delivery of systems in order to conduct transparent and fair operations investigations. The Quality Officer's role is to assess systems, processes, and policies, as well as to guarantee that all laboratory employees operate and manage the laboratory in accordance with and in alignment with legal rules and standards for providing public services using best practices.
3. Specific tasks / Activities /
The roles and responsibilities of the Quality Officer include but not limited to the following:
· Support and coordinate laboratory quality improvement initiatives;
· Assure implementation of LQMS and other QI activities in laboratories of sub national network;
· Support and capacitate laboratories in the national network to attain ISO accreditation;
· Provides basic laboratory and TOT trainings related to accreditation and quality improvement;
· Assures Implementation of tier based laboratory quality standard;
· Development of different laboratory guidelines, manuals, training curricula, standard operating procedures as well as job aids/formats related to accreditation and laboratory quality assurance;
· Support/coordinate, development and review of laboratory quality manuals;
· Support national accreditation and quality improvement activities;
· Participate in monitoring and evaluation of Accreditation and quality improvement activities;
· Participate in institutional quality committee for the implementation, monitoring and evaluation of quality and accreditation performance and continuous laboratory quality improvement activities;
· Perform other quality assurance activities as found to be relevant and as directed by his immediate supervisor.

5. Methodology
The Quality Officer will work closely with project team, MOH Public Health Infrastructure Directorate and EPHI biosafety and biosecurity Case team in the bid to improve laboratory quality and efficiency in accordance to Government of the Democratic Republic of Ethiopia regulations & procedures and World Bank guidelines and procedures.
6. Reporting
·The Quality Officer will report to the National Laboratory Capacity Building directorate at EPHI.
· The Officer will be based at the EPHI National Laboratory Capacity Building directorate in Addis Ababa and will travel to regions when it is necessary
·Bachelor’s degree in Medical Laboratory technology and MSc in Clinical Laboratory Science, MPH and other related disciplines and at least 12/10 years of experience in medical laboratories testing at least 2 years’ experience on managing projects and implementing Quality management system
· Demonstrated expertise in medical laboratory sciences with adequate knowledge of Quality Management System implementation and Accreditation
· Ability to objectively analyze situations and make recommendations for decisions
· Report writing and communication skill
· Ability to work with people at different levels - partners, community level organizations and other stakeholders
· Strong computer skill
8. Contract Duration and Remuneration
· The contract will be for one year but extendable depending on satisfactory performance and the need of business continuity.
· Remuneration will be based on the organization’s contract staff salary scale
