Terms or Reference for the Final Evaluation of a ″ Service Delivery Improvement and Citizens Engagement for Development and Democratization (SDICE4DaD) ″ project
Background
Population Heath Environment Ethiopia Consortium (PHE EC) is a national CSO engaged in promoting sustainable development through harmonization of people and its environment. Health Program in different parts of Ethiopia. It has nine projects in different regions of Ethiopia.
As part of its overall programme, and with a financial support from the European Union Civil Society Fund PHE EC has been/is implementing a project entitled ″ Service Delivery Improvement and Citizens Engagement for Development and Democratization (SDICE4DaD) ″, contract ref. Europe Aid/163926/DD/ACT/ET in the period March 24 2020 to December 2022. The project had the overall objective of contributing to improvement in the well-being of citizens’ and service delivery in the project area of Amibara and Awash Fentale Woredas of Afar Regional State and Meiso and Fentale woredas of Oromia Regional State, Ethiopia, and the following are specific objectives[1] envisaged to be attained from successful implementation:
In line with these objectives, PHE EC has coordinated the implementation of various activities that are collectively expected to produce the following results:
PHE EC has deployed technical staff for implementation and maintained a system of progress tracking and reporting to the donor as well as other key stakeholders to the project. Now, with the completion of the implementation period PHE EC has decided to commission and engage an external consultant to evaluate the overall performance of implementation.
The evaluation will assess the approaches applied for achieving results, with due emphasis on efforts related to capacity building and partnerships (the interplay between the efforts of Partners, Associates, target groups and associations of beneficiaries).
Purpose and objectives
The overall purpose of the final evaluation is: to contribute to strengthening accountability to key stakeholders and the internal learning of PHE EC with regard to performances in programme implementation, generating lessons learnt and assuring result orientation.
This evaluation, within the overall thematic area of advocacy and capacity building in service delivery and community engagement has the following specific objectives:
