1. Background
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Civil Society Organization with Certificate No. 0321 under the Proclamation No. 1113/2019.
ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
ECDD is currently implementing a project entitled “Ensuring Quality Inclusive Education for Children with Disabilities Program II (EQIEP-II)” funded by CBM-Italy with overall objective to promote quality and inclusive education for all, with a focus on boys and girls with disabilities in support for the realization of Sustainable Development Goal.
1. Aim and Objectives of the Consultancy
1.1. Overall objective
The overall aim of the consultancy is to review the existing curriculum, policies, and procedures of the College of Teacher Education in light of inclusive education.
1.2. Specific objectives
· Review the existing curriculum, policies, and procedures of the College of Teacher Education in light of inclusive education
· Improve the quality of the curriculum, policies, and procedures to make it more inclusive.
· Define the expected results of an inclusive curriculum, policies, and procedures that respond to the needs of both girls and boys (students with Disabilities.)
· Analyze the curriculum, policies, and procedures content to flag inclusion biases, misconceptions, and stereotypes.
2. Scope of the Assignment
The consultant will be expected to:
· Develop inception report that clearly define the methodology, approach and work plan for the consultancy including tools for the data collection
· Conduct a Desk Review of the existing curriculum, policies, and procedures of the two College of Teacher Education in light of inclusive education
· Interview Key Informants from the two College of Teacher Education.
· Develop tools to review inclusiveness of the existing curriculum, policies, and procedures of the two College of Teacher Education
· Collect data from the two Colleges of Teacher Education located in Arbaminch and Enjibara (Arbaminch and Enjibara College of Teacher Education)
3. Proposed Methodology
The consultant is expected to utilize qualitative and quantitative standard evaluation tools and methodologies contextualized to the tasks assigned.
The review process should be carried out in a participatory, accessible and disability friendly manner involving the project beneficiaries and other stakeholders.
The consultant will provide a briefing to ECDD management on how they plan to undertake the assignment and field work and provide a debriefing at the end of the assignment upon submission of the Report.
4. Deliverables
The consultant is expected to propose feasible recommendations for ECDD engagement in inclusive curriculum, policies and procedures of College of Teacher Education. The following are key expected deliverables:
· Inception Report that includes methodology and data collection tools
· Raw data collected from the two College of Teacher Education using the tools developed by the consultant
· Draft report with recommendation
· Final Report
5. Time Frameworks
The consultancy shall be executed within a maximum of 21 days commencing date on signed contract. The Proposal should include a detailed schedule. The following should be used as a guide.
