Intro | In the framework of the MAPS project, under the supervision of the Project Manager, CIFA is looking for 1 Expert &/or Consultancy Agency , to carry out a consultancy in Dire Dawa aimed at developing training contents for newly hired staff who will provide Psychosocial Support. |
Project | The project, entitled “Migration and Access to Protection and Basic Services: integrated interventions on the Eastern migration route (MAPS)” is implemented in urban and rural areas of Harar, Chiro of West Harrage and Dire Dawa Administration. It is intended to support vulnerable people to irregular migration including returnees, potential migrants (in particular women, victims of trafficking and unaccompanied children) transiting to, or departing from the Arab Gulf countries. The aim of the project is to carry out joint actions to combat the root causes of irregular migration through the promotion of employment opportunities, the improvement of basic services and the protection of urban communities with an important gender consideration. |

Purpose | The primary purpose of this assignment is to provide CIFA staff in Dire Dawa with the operating skills and knowledge to provide Psychosocial Support (PSS) to returnees & migrants, in the framework of the MAPS Project. The training is expected to assist professionals who come into direct contact with the beneficiaries, in understanding key concepts related to Psycho-Social Support (PSS) GBV, family reunification, referral system, while applying basic engagement skills that promote the safety and well-being of the target beneficiaries through Safeguarding Policies & procedures. The consultant(s) will have to develop a training program to equip the trainees with knowledge and understanding of the concepts and importance of guidance, counseling, and objectives of psychosocial support service, often the entry point for beneficiaries in the project, and playing at the same time a key element for guaranteeing the sustainability of the socio-economic support services. Furthermore, the espert(s) is expected to develop a team methodology to identify responsibilities, roles, functions and tasks, work and communication flows among Social Worker, Psychologist, and Case Manager on PSS. |
Key Tasks | Based on the capitalization of the expertise gained by CIFA in the PSS sector in Dessie, and the identification of areas of possible improvement (this activity foresees a mission to Dessie and meetings with local PSS staff), the consultant will have to:
Confidentiality and Expectations The Consultant(s) is expected to perform the service with the highest standards of professional and ethical competence, and integrity, and is strongly encouraged to develop highly interactive and practical training and help to improve psycho-social systems and structures for more functional PSS deliveries. Moreover, the consultant has to keep all the information obtained in the process of service delivery confidentiality during the assignment and after assignments are completed. |
Qualification:
Experience:
Minimum 5 years of progressively relevant Mental Health and Psychosocial Support Services experience in policy dialogue, coordination and advocacy, that combines research and practice
Experience in developing and providing training programs
Experience with with vulnerable groups (returnees, migrants, IDPs, mothers alone, children) and victims of trafficking
Experiences related with Protection, Gender and Psychosocial Support
Experience in working and developing partnerships with governments, relevant experts, international organisations, civic society organisations, assistance agencies and donors
Experience working with NGOs or humanitarian organizations
Experience in the provision of PSS interventions, in humanitarian settings is an asset
