National Biogas Programme of Ethiopia (NBPE) has been on-going since 2009 in three phases. The first two phases were named as NBPE I (2010-2013) and NBPE II (2014-2018), which were implemented in four regions of Ethiopia, namely Amhara, Oromia, SNNPR and Tigray. The third phase which is currently running is named as Biogas Dissemination Scale-Up Programme (NBPE+), which is being implemented in nine regions including Sidama. So far, 38,639 household size bio-digesters were installed over the last 13 years. Apart from household size bio-digesters installation, NBPE+ piloted 12 medium and larger size bio-digesters for businesses and institutions, focusing on the Oromia, Amhara, SNNP and Sidama regions.
Consultancy Objective
The main objective of this TOR is to hire a highly competitive, experienced, and capable service provider, to develop two business and co-investment plans using participatory approach and with co-investment mechanism, for the two selected MSBDs.
1. Consultants team composition and tenure
The tasks will be undertaken by a consulting firm with demonstrative
knowledge and experience in product development and value addition, business plan development, marketing strategy & marketing plan development for agriculture sector. It is highly appreciated if the team members speak Afan Oromo in addition to Amharic as the digesters are in Oromia region. Lastly, the team must be fluent in English and produce quality documents in English and Amharic.
The team must consist of the following fields of qualification and expertise:
Team Leader: - with a broader knowledge and experience of consulting or product market development work, with min. master’s degree in business administration, economics, or agricultural economics and with more than 10 years professional experience, including in value chain development, product marketing, and business development services. The team leader must have a good coordination/ administration skill, with the ability to work effectively within the deadline with quality analyses and reporting.
Soil scientist/agronomist: - with minimum bachelor’s degree in agriculture science and with more than 5 years of relevant experience.
2. Pre-requisite for Application
Proposals will be sought from interested national level consulting firms for competitive bidding with submission of technical and financial proposals to SNV Ethiopia, in 2 separated and sealed envelopes.
