I. Job Summary
Under the guidance and direct supervision of the North Programme Office - WASH Project Manager, the Gender and Social Transformation Specialist leads on gender other venerable groups analysis in programming, and plans for and implements equality and positive transformation of gender and social norms in the WASH programme areas. The specialist support on gender policies and trends and relevant linkages to CARE WASH programme. The Specialist provides analysis for formulation of strategies and briefings to the Water+ team, Donors and Senior Management of CARE Ethiopia. The Specialist advocates for and represents CARE WASH and at times North program office in his/her area of expertise as requested by his/her supervisor. S/he will be responsible to (a) lead the Facilitators for Empowerment in implementing specific psychosocial, gender equality, women’s empowerment and engaging men and boys activities, (b) advising other field office staff and management in implementing gender action plan and (c) capacitating and supporting woreda level government staff.
The Specialist maintains a network with colleagues from CARE, partner organizations which are both government and non-government, and promote the gender equality and transformation approaches of CARE Ethiopia.
The purpose of the Gender and Social Transformation specialist post is (a) to lead the development of gender equality and transformation objectives and plans at regional, zonal and woreda levels based on CARE’s program experience. In particular, it is to lead and ensure implementation of CARE Ethiopia gender related policies, strategies and approaches in the WASH project of North programme office in collaboration with government and community partners. (b) to lead and implement the capacity enhancement and collaboration of CARE’s government, and community partners and improve synergy within the CARE’s programme area. (c) In addition, it is to continually analyze and interpret gender and gender equality/transformation issues through research, documentation and preparation of top quality analysis and reports. (e) to also work closely with CARE South Gondar team and ensure all policies and strategies as well as activities within the programme are in line with CARE’s Gender policies and strategies.
