The latest national data on the prevalence of GBV comes from the 2016 Demographic and Health Survey, which found that one in four women experienced violence from an intimate partner in their adult life, and of those, only one in five accessed any kind of support or help.
GBV requires multi-sector and multi-disciplinary responses to meet the needs of survivors and can include healthcare, including mental healthcare, psychosocial support, access to justice and legal aid, livelihood and income generation support, and safe shelter and must be individualized to each survivor who will have unique needs. These services are offered by different Governmental and non-Governmental agencies and will vary in availability and accessibility depending on the localized context.
The federal Ministry of Women and Social Affairs (MoWSA) is committed to addressing all forms of GBV and one of their priority tasks is to develop a context-specific set of tools and guidance for the case management of GBV in Ethiopia, including a manual on GBV case management. It is intended that this guidance will be used by case managers who are providing support to survivors of GBV to navigate and access available services and may include social workers, peer support workers, and other professionals involved in providing case management within Government structures as well as within civil society.
Justification
Building on the previous success of the development and rollout of the national child protection case management system, including tools and guidance, the Women’s Rights Prevention and Response Executive in MoWSA will be using international interagency tools, including the Interagency (IASC) Guidelines on GBV Case Management Guidelines and the IASC Minimum Standards on GBV Programming in Emergencies to develop national guidance on case management of GBV to standardize the approach to GBV case management as well as improve the quality of case management available to survivors.
A specialist in GBV case management is required to provide technical support to MoWSA in the drafting, contextualizing, stakeholder consultations, and finalization of guidance that will be issued by MoWSA and rolled out in the future to standardize and professionalize the provision of case management to survivors of GBV in Ethiopia. Technical advice and additional capacity for this timebound initiative is needed by MoWSA to expedite the process of the development and testing of the tool(s) and provide technical assistance in GBV case management to the Directorate of Women’s Protection in the design, drafting, and testing of the GBV case management manual.
