Introduction
The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the United Nations in 2002 to tackle the human suffering caused by malnutrition. GAIN is driven by a vision of Healthier diets for all, especially the most vulnerable, from more sustainable food systems. While our mission is to Improve the consumption of healthier diets for all, especially the most vulnerable, by improving the availability, affordability, desirability, and sustainability of nutritious and safe foods and reducing the consumption of unhealthy and unsafe foods. We aim to realize this by working with governments, businesses, and civil society.
GAIN has finalized and is in the process of disseminating its new five-year (2023-2027) global strategy. Given the recent developments in the health and nutrition space in light of the COVID-19 Pandemic, the United Nations Food Systems Summit, Nutrition for Growth Summit, including the ongoing climate change impacts and environmental vulnerabilities, the new strategy has evolved GAIN’s strategic outlook and mission. By 2027, GAIN now aims to improve access of 1.5 billion people to nutritionally enhanced staple foods and access to healthier diets among 25 million people across the nine countries where it is operational.
To achieve the above targets, the new strategy’s implementation focus, and approach is guided by five core fundamental principles.
- The need to have a stronger focus on healthier diets. This represents a shift in emphasis from the previous strategy of going beyond improving access to safe and nutritious food to increasing access for all to healthier diets, especially for the most vulnerable.
- The need to accelerate advancement of nutrition outcomes beyond business as usual, to ensure that climate and environmental protection is strengthened while nutrition outcomes are advanced.
- The need to design programs that have bigger impact and attract increased attention from potential public and private sector actors who can replicate them.
- The need to pay more attention to food system vulnerabilities and resilience, by protecting the most vulnerable in the value chain from shocks and promoting neglected and underutilized nutritious foods.
- The need to enhance gender equity across all GAIN programs and supported interventions, to further empower women to improve their nutrition status and that of their families.
In the light of the above we have streamlined our programs and integrated them more. The nine consolidated programs are listed here:

Resilience, reaching the most vulnerable, sustainability, women’s empowerment, food safety are crosscuts.
In Ethiopia, GAIN is currently in the final year of implementing its July 2020 - June 2023 Country business plan. Guided by the new global strategy, GAIN Ethiopia now intends to develop its July 2023 – June 2026 business plan, building on what has been accomplished and learned overtime, coupled by a deeper understanding of the country’s programming, operational and policy context. This new business plan is expected to set out how GAIN will support food system transformations in Ethiopia effectively and efficiently, using tailored and contextualized approaches that are aligned to the organization’s global vision, mission, and strategic objectives.
Consequently, we are seeking a credible consultant to undertake a contextual analysis of the GAIN Ethiopia operating environment with particular attention to its impact on our programming and how to best position the country programme to deliver on our strategic objectives with a view to maximizing effectiveness and minimizing risks.
· Conduct a participatory review of GAIN Ethiopia Business Plan FY July 2020-June 2023 and guiding documents for the new 2023-27 global strategy.
· Undertake a contextual analysis of the GAIN Ethiopia operating environment with the aim of providing insight into our strengths and weaknesses and the opportunities and threats posed by our operating environment. This will include an analysis of the social, political, economic, technology, climate, security, regulatory, and demographic trends; current realities and/or anticipated developments.
· An assessment of national policy objectives related to health and nutrition and the sustainable development goals, especially from a food systems lens.
· An analysis of the international development, implementing partners, NGO and civil society sector in Ethiopia to provide insight regarding relevant work being undertaken by other partners and implications for areas of collaboration and operational focus to GAIN as outlined in 2 above.
· Based on the analysis of the findings and review of the GAIN Ethiopia Business Plan, draw conclusions, and make recommendations for Ethiopia’s contributions to the GAIN strategy 2023-2027 as well as considerations that could translate into the country office business plan.

Fees
For the services in accordance with the conditions of this TOR, GAIN has budgeted up to USD 6,000 (to be paid in ETB equivalent), inclusive of all taxes.
Qualification and Requirements
• PhD or Masters in a relevant discipline, such as Political Science, Development Studies, or sociology.
• Food systems lens is a plus
• Proof of at least ten (10) years of experience of providing similar consultancy services.
• Track record of timely service delivery including evidence of previous similar outputs.
