Job Description

BACKGROUND

Supporting social cohesion systems, emphasizing basic social services and the Human Right to Health: Equity and universal coverage is the stated goal of the Spanish Strategy for International Cooperation. Within this strategy Spanish government wants to improve Ethiopia's public health system's abilities to deal with today's health issues, such as the ongoing COVID19 pandemic. The Sectorial Cooperation Department of AECID is promoting the Health Sector Fund - COVID19, which is part of this strategy and was created in collaboration with the Ethiopian Ministry of Health.

Strengthening access to specialized medical services in Ethiopia to respond to the COVID-19 health crisis and emerging diseases.

Strengthened essential specialized medical services of the Ethiopian public health system affected by COVID-19, through capacity building, medical equipment and infrastructure needed to advance universal health coverage.

To realize the aforementioned objectives, the MOH is looking for a proactive and experienced professional with biomedical engineering background, responsible for the technical support and coordination for Spanish grant procurement of medical devices.

Duties and responsibilities

The Medical Device Management Project coordinator will support the overall medical equipment acquisition, deployment, maintenance, repair, and other aspects of the medical device management components. Specifically, the incumbent will be:

• Responsible for Spanish grant medical equipment procurement through providing need assessment, product selection, specification, installation, Maintenance and users level training for healthcare providers.
• Coordinating and supervise Spanish grant medical equipment procurement in collaboration with implementing partners.
• Provide support to the PMED in the development of appropriate specifications and procurement plan;
• Assist Medical device management team in the selection of appropriate health technologies and specific medical devices for intended purposes;
• Support the procurement, clearance processes, installation and operationalization of medical devices;
• Follow delivery of medical devices to intended health facilities are as per distribution plan;
• Support the evaluation process of the procured medical devices to ensure that the product deliveries are as per the original specifications and the need of the health facilities;
• Ensure the procurement process has fulfilled the relevant national and global requirements and guidelines;
• Prepare and generate periodical report and share to relevant stakeholders;
• Assist Medical device management team in communicating with stakeholders on issues related to the quality, safety and performances of the medical equipment supplied;
• Support Medical device management team in the development of different strategic documents, agreements, MOUs, etc. with respect to medical devices procurement and management;
• Whenever necessary, provide support to Medical device management team to conduct monitoring and evaluation;
• Support the coordination and cooperation activities through participating in relevant task forces, technical working groups, strategic meetings and workshops;
• Support Medical device management team in conducting different assessments, studies, etc.;
• Support capacity building and system strengthening efforts of MOH and health facilities staff with particular emphasis on strengthening of COVID-19 medical devices maintenance and management capacities at RHBs & lower levels, etc.
• Other related tasks when requested by MOH/PMED.

Employment Type &  Duration: One year contract with possibility of extension subject to performance

Job Requirement

Requirements: Knowledge, Skills & Experience

• BSc degree in biomedical engineering
• 8 years and above-related work experiences in medical device procurement, distribution, or inventory management.
• Experience working with the Ministry of Health, RHB, or Ethiopian pharmaceutical supply service is mandatory.
• Ability to demonstrate in depth understanding and analytical capacity across issues related to grant management
• Ability to initiate, plan, organize, and lead medical device specification development, tender preparation, evaluation and device distribution.
• Demonstrated ability to manage and empower a diverse team focused on many priorities
