HI-led ECHO Consortium in Ethiopia has been working in Tigray and Amhara providing an integrated emergency life-saving response for conflict-affected IDPs and host communities with specific HI interventions within Shire and Sheraro currently.
The Project Manager is actually a Consortium Project Implementation Manager at the HI level, poses managerial and technical capacity in humanitarian project cycle management. The position lead in planning, implementation and monitoring of HI-managed project activities under ECHO 2.0 Consortium and supports HI Operations Manager- Northern and Chief of Party in overall delivery ensuring donor’s objectives are met within the project design, timeframe and resources. The position also has significant roles in external coordination with partners and government authorities within Tigray.
RESPONSIBILITIES AND TASKS
Mission 1: Program Management (Project planning and implementation)
· Ensure that all project activities are duly planned and implemented in coordination with technical team following operational targets, internal quality and technical standards
· Propose adjustments for improvements to meet the objectives in collaboration with the Operations Manager, Chief of Party, partners, technical referent
· Support and mentor the Team Leaders and Project Technical Officers to supervise the teams’ implementation of project activities in the different locations
· Work closely with other consortium partners (through COP) and all thematic focal persons to ensure a cohesive and collaborative approach across the consortium
· Build and maintain relationships with relevant government bodies and other stakeholders to create a collaborative approach to the project implementation.
· Participate in internal coordination meetings (team meetings, base meetings, general coordination meetings)
· Contribute to the definition of the strategy of intervention and the operational modalities in the Tigray region.
Mission 2: MEAL, technical collaboration and reporting
· Monitor the operational achievements and indicators, as per the logical framework and if needed, develop new monitoring tools and reporting templates for activities with the MEAL
· Collaborate with the MEAL team and ensure monitoring tools are used effectively by Project Officers and teams to follow the result achievements and indicators closely
· Prepare the monthly situation report and PM Box for the project under the direct responsibility
· Coordinate and lead the regular review and reporting on the activities to both field and operations coordinators in collaboration with MEAL staff
· Prepare and share project activity reports and success stories to publish in different platforms
· Review and design technical approach, protocols and tools, training content and implementation, leaflets, IEC material, and other relevant documents in close guidance of technical specialists/ advisors.
Mission 3: Human Resources Management
· Recruit, supervise and manage the HI operational team under direct responsibility (objectives, appraisals, disciplinary measures etc.)
· Ensure strict application and respect of the Internal HR Regulations for all HI project staff
· Work closely with the HR and Technical Units to provide training, on-job recommendations and capacity-building sessions to the team when needed
· Ensure that all staff respect code of conduct and follow HI’s ethical and protection guidelines.
Mission 4: Financial, administrative and logistical management
· Ensure that logistical, administrative and financial procedures linked to project implementation are followed and alert the Operations Manager if gaps are observed to take corrective actions
· Forecast and closely follow up on expenditures related to the project
· Participate in monthly budget revisions for a budget under direct management
· Prepare timely purchase requests in line with the project needs
· Support required actions by the administration related to team management and supervision
· Identity logistic and admin support needs related to the project and communicate these to the relevant log/admin support person(s).
Mission 6: Representation and external coordination
· At the request of the Operations Manager, represent the organization with donors, partners, local authorities and stakeholders involved in the implementation of the project
· At the request of the Operations Manager, attend and actively participate to the dedicated clusters and coordination meetings (Health sub-cluster, MHPSS working group, protection cluster, Risk Education cluster etc.)
· Maintain good professional relationships with consortium partner staff, government, UN Agencies, & NGOs (national & international)
· At the request of the Operations Manager, participate in the coordination of donor and media visits
Mission 7: Other duties
· Ensure a good understanding and general analysis of the political, security and humanitarian context in the Tigray region.
· Ensure that the security tracking is respected, monitor the security context and situation on the field at any time and provide feedback to the Operations Manager and HAS Manager
· Participate in the need assessment, and development of any possible/future concept note or project proposal.

Coordination: Partners Organization (IMC and MTI), Partner Hospitals in Tigray, Province Government Departments, Clusters (Health, Protection, Risk Education)
Team management: Team Leaders (Rehab, MHPSS, RE), Support Staff (HR, Finance and Logistics Units), and Project Staff
Qualification(s):
| Advanced university degree (Master’s level or equivalent) in social development or related fields from a recognized university or institute | Qualification in medical or public health is an asset
|
Experience (type and amount of experience) :
| Excellent knowledge of the project management cycle and at least 5 years of previous experience managing humanitarian projects in challenging environments
Experience in a post-crisis or emergency context within an NGO is essential | Knowledge of information systems would be a plus
Experience in managing rehabilitation, MHPSS and RE activities |
