Job Summary

Pastoralist Concern (PC) and its implementing partners has been granted “A Convenio Project of Women Rights and Economic Development in Somali Region” on Political Participation, Gender Violence and Capacity Building of women to be undertaken at 4 Pastoralist Woredas & Jigjiga City Administration from four Zones (Dawa, Fafan, Afdhere and Liben) in Somali Regional State. The project areas are among the hard-to-reach woredas in the country and have been given priority the region on the improvement if the socio-economic status of the region.

The Gender & Protection Officer will be responsible for the timely and successful implementation of protection programme with the objective of providing timely and effective protection to populations of concern, as well as supervising protection interventions. The Officer must also have the ability to forge strong partnerships with government entities, other UN agencies, and NGOs to facilitate the operation’s protection objectives. To achieve this the Officer will need to build and maintain effective relations with communities of concern. The Project Officer is the technical position at Woreda level under the Convenio project, so s/he is accountable for the Convenio Project Coordinator and is expected that Convenio project results/outputs to be achieved in his/her Woredas contributing to the achievements of the project as a whole.

• Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.
• Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities.
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners.
• Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation.
• Support persons of concern to develop structures that enhance their participation and protection.
• Identify the training needs and organize technical trainings for project staff (Community volunteers) as required to enable them to implement the project strategy and activities effectively.
• Ensure that effective engagement is maintained with communities and with local government partners, to ensure responsive and sustainable programming.

Strengthen effective partnership

• Support for the establishment of woreda Convenio taskforce/HP/HC committee and ensure functionality.
• Participate and support woreda Convenio program planning and implementation.
• Engage and share information to other actors (partners).
• Represent Convenio project in d/f forums at woreda, level etc.

Monitoring and documentation of project activities

• Facilitate supply of recording and reporting formats for CVs.
• Conduct regular supportive supervision jointly with WOHs, at HF, Community level.
• Develop individual action plan and submit to both Field office and Head office respectively.
• Facilitate and support quarterly and monthly meetings of CVs & HEWs at Woreda and kebele level on Convenio respectively.
• Develop CVs data base and health profile of woreda and kebele. 

Job Requirement

• University degree in Law, International Law, political Sciences or related field.
• Minimum of 2 years of relevant professional experience
• Excellent knowledge of English and good working knowledge. A good understanding of development issues with at least two years’ experience of managing development & Emergency projects in Somali regional State. 
• Commitment to help persons of concern and willingness to cooperate with counterparts.
• Good analytical skills
• Strong interpersonal and communication skills in a multi-cultural setting
• Experience of working with persons of concern desirable
• Ability to live and work in the difficult and harsh conditions
• Experience in developing and monitoring budget.
• Willing to spend at least 80% of his/her time in the field. 
• Excellent computer literacy; advanced skills in Microsoft Word, Excel, Power Point, and Access. Ability to use data management software's, including SPSS and Epi Info.
• Proficient and skilled in report writing.
• Able to program mange database.  
• Demonstrated ability to work effectively in a team environment.

Good computer skills (particularly Excel, Word and databases)
