Overview
Ethiopia’s Information Revolution Roadmap (IR) is a strategy designed to transform and enhance the culture of data use to positively impact population health and health-system performance through evidence-based decision-making at all levels of the health system. To operationalize the IR, the Ethiopian Ministry of Health introduced a Connected Woreda Strategy, through instituting a tiered pathway for facilities and woredas as a whole to achieve the highest standards in data quality and use. In this regard, the Ethiopia Data Use Partnership (DUP), Ministry of Health, and Regional Health Bureaus collaborated to conduct a research that aims to develop data quality and use improvement strategies in Afar region Ethiopia. The study is expected to inform policy and practical implementations in the region.
Roles and Responsibilities of the consultants
We are planning to recruit two consultants who are expected to fully handle the qualitative interviews, translations, coding, analysis, and research report write-up. Consultants are also required to support compilation and review of relevant documents and inputs from related workshops.
Expected Deliverables from the consultants
The following are deliverables expected from the consultants
· Audio recordings of all interviews
· Field notes that describe summary of main findings after each interview
· Full verbatim English translations of all interviews
· Complete codebook used to code interview transcripts
· Thematically parsed report of the qualitative study findings
· Final mapping of documents included in the document review
· Submit all reference files included under the document review
· A report of the document review structured to match the qualitative report
Contract Period
The selected consultants are expected to start the assignment by April 1, 2023 for a total of 60 working days and submit the complete report by June 30, 2023.
The ideal candidates should have:
· MSc/MPH in health informatics, public health, or related fields
· Experience in qualitative data collection, writing field notes and translation
· Experience in qualitative analytic softwares i.e. Atlas Ti, NviVo etc.
· Experience in writeup of qualitative study findings
· Experience in literature and document reviews
· Good understanding of the Ethiopian health information system
· Prior experience and familiarity with the national HIS
· Able to work independently with minimal supervision
· Able to work in a team
· Have good communication skill
