DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Position Objective
Under the supervision of the Senior Finance Manager SFO is responsible for strengthening internal control system of DCA, Partner Monitoring and Capacity building in Addis and different FOs. Based on the guiding principles of donor and partner projects for both humanitarian and development projects.
Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.When the need arises, this post can be assigned as acting for the higher post.
Purpose
To provide high quality and effective financial support and assistance to the Senior Finance Manager, HFS and Programme staff. The post holder will be responsible for maintaining financial, accounting in accordance with internal procedures, good practice, and statutory requirements.
Engagement
Prepare personal bi-weekly plan and accomplishment report, which will be submitted and presented during staff meeting.
Assist HOFS/SFMs in ensuring DCA and partners are compliant to donor and internal financial regulations.
Review posted accounting document (payment vouchers, collection and general journal entries, reconciliation reports and others) received from field offices and HO.
Follow-up statutory obligations including taxes, pensions, provident funds are paid at field offices on time and bring to the attention of HOFS/SFM any missed deadlines or long outstanding balances.
Collaboration with SFCO conduct monitoring visits to partner organizations, Field offices and analyze records of current and past operations to determine trends and regulate sound and consistent financial management.
Prepare and conduct induction for new partners on DCA financial system, reporting templates and expectations and ensure that partners new finance staff understand the same.
Assist SFM in project proposal preparation
Prepare monthly BVA, attend BVA meetings and project budget revision
Prepare donor report when requested by SFM
Delivery
Ensure that the financial documentations are well captured, filed, complete and secured both at HO & field office. Finance policy of DCA, government rules and procedures, and donor requirements are meet.
Participate in procurement committee when assigned
Review partner budget and report

Job Requirement
Qualifications:
Minimum BA Degree in Accounting, or related field.
At least Four years in the field preferably in NGO environment.
Experience in handling financial management of institutional donors.
Strong knowledge of computer application: MS packages (Excel, Word), Macconomy or anyother related system.
Good interpersonal and communication skills
Experience working with local and international partners with regard to capacity building, reporting and review of expenditure.
Flexible, self motivated and able to work independently with minimum supervision
High degree of professional responsibility and integrity.
