JOB SUMMARY
This is a senior managerial position based in IMC Ethiopia, Gambella field office. The Field office Program Coordinator works under the direction of the Programs Operation Coordinator and Program Director; and is responsible for the overall senior leadership, management, and high quality, effective and accountable implementation of all IMC programs in Gambella refugee camps and surrounding host communities. The current IMC Gambella structure and programs teams are comprised of 130+ staff in addition to numerous refugee incentive workers implementing a multi-sector program valued in excess of $ 2.3 million per year with funding support from UNHCR, PRM and other donors. He/She will work on a day-to-day basis directly in a shared and collaborative leadership/management style with experienced and senior IMC Sector Program Managers, Sr. MEAL Officer in Gambella as well as logistics, finance, human resource, administrative, security managers; to support and facilitate IMC’s extensive humanitarian programs and interventions responding to refugee needs and assistance to the hosting community.
The ideal candidate should have an extensive experience and a proven track-record of senior leadership, management, coordination and compliance of humanitarian and emergency response programs in refugee camps, as well as possessing excellent relationship skills (Donors, UN agencies, NGOs, RRS, local government, other…), representation, communications, planning, monitoring and teamwork skills.

MAIN TASKS AND RESPONSIBILITIES
Primary Responsibilities
1. Support the field office overall program development, planning, coordination, and effective implementation of programs in line with the donor requirement and IMC internal policy, procedure and approach in Gambella refugee camps and host communities.
o Be responsible for all camp management
o Responsible for management of programs, staffs, and Assets of the organization
o Ensure adherence to IMC organizational, financial, personnel, program systems and manuals including donor compliance's
2. Management of Program Implementation
o Support the program team in developing the program proposals and other strategy.
o Clearly aware of program’s implementation activities and expedite the same along with sector Program Managers
o Together with IMC technical program managers ensure that projects are implemented as planned and within budget, and in accordance with IMC and global humanitarian policies and guidelines, including Codes of Conduct, SPHERE and HAP principles and standards on accountability to the affected populations;
o Ensure timely completion of all logistics, financial and administrative matters in the field
o Conduct regular staff evaluation , design and implement capacity improvement plan
o Review/Assist in development of action plans and compare actual implementation of the planned activities
o Ensure program activities are implemented with-in the project period
o Advise sector program’s managers on program quality, implementation and appropriateness of expenditures. Undertake a regular review of pipelines.
o Oversee the proper spending of all grants in line with donor regulations
o Approve expenditures within the set IMC limits
o Ensure successful delivery of services and along with the field M and E officer, establish complaint feedback mechanism
3. Ensure Policy Compliance and Team Management
o Ensure field staff are aware of all IMC policies and procedures
o Apply policies and procedures in a consistent manner
o Advise supervisors regarding field staff failing to comply with policies and procedures
o Play a leadership role and foster a positive working environment
o Ensure mutual support within the team and contribute to team-building
o Directly Manage the GBV Program Manager, Mental Health and Psycho-social (MHPSS) Manager, and Sexual Reproductive Health (SRH) Program Managers, Construction supervisor, IT Support Officer, Senior MEAL Officer, Senior HR/Admin Officer, Senior Finance and Logistics Officers,
4. Reporting and Communication
o Compile monthly field office reports in a timely manner.
o Coordinate preparation of quarterly, final and other donor reports as needed.
o Coordinate with other departments within the IMC Ethiopia country program (Communications, Finance, HR, Admin, Security) concerning the Gambela programs/projects.
o Maintain a regular communication with supervisor and Addis based program staff particularly the Field Programs Operation Coordinator, Health coordinator, GBV coordinator, Senior Program Officer, Program Development Officer, M and E Officer and others.
o Report to the Programs operation coordinator and Program Director in a timely and thorough way on all health & GBV problem, security developments or criminal incidents to IMC staff or property.
o Serve as responsible of the overall security of IMC staff and properties in the field.
o Ensure compliance with security protocols and policies
o Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and incentive workers or volunteer Assure that proper channels of communication are maintained and respected. Regularly consult with Programs Operation Coordinator, Program Director and CD on all matters of significance to the program, staff and regional affairs.
o Write monthly reports on programs, administrative, finance and logistics matters to the POC and Country SMT.
5. Coordination, Representation and Networking
o Conduct regular meetings and keep communication with field staff of partner agencies in the refugee camps on issues of common interest
o Actively participate and engage in all regional level meeting (Inter-agency meeting, Security meeting, Protection meeting) and delegates PMs to attend and participate in all technical working groups meeting, seminars, strategic workshops and actively contribute to innovative inputs.
o Maintain a good partnership with Government agencies and other partners in the area
o Along with the Field Programs Operation Coordinator, facilitate successful donor visits and internal monitoring visits and assessments.
o Ensure maximum visibility of IMC and relevant donors amongst the UN and NGO community
o Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
o Maintain good partnership with host community leaders around Gambella refugee camps
MINIMUM REQUIREMENTS
· Undergraduate or Master’s University Degree in Humanitarian Affairs, Development, Public Health or other relevant field from an accredited university or institution. · More than 5 years’ experience with an international NGO - managing and/or coordinating large and complex emergency response projects, including refugee settings. · Significant experience in overall program/project senior management, preferably in the health, nutrition, water-sanitation-hygiene, food security and related sectors. · Demonstrated and extensive program/project, people, and financial management skills · Ability to cope with stress; hardship; patience and flexibility. · Ability to effectively work with government, community leaders, international/national organizations, donors, partners and other IMC relationships. · Experience with donor compliance and reporting requirements including BPRM, UNHCR, UNOCHA and ECHO · Team builder with an ability to train and coach staff · Diplomatic and an effective communicator at all levels · Strong leadership skills, strong communication skills, with excellent written and spoken English · Advanced proficiency in the use of MS Office, Email and other computer applications · Experience with establishing strong and effective working relationships with colleagues from different backgrounds, cultures and experience. · Able to establish and maintain healthy working relationships with colleagues in course of work. · Willingness to work additional hours in order to meet tight deadlines. · Understanding and ability to work in unstable and multi-cultural environment (cultural sensitivity) Compliance & Ethics: |
