Pact is a US based International nonprofit international development organization founded in 1971, Pact works on the ground in more than 30 countries to improve the lives of those who are poor and marginalized. Pact strives for a world where all people exercise their voice, build their own solutions and take ownership of their future. Pact Ethiopia has been implementing projects since 1995 in sectors that include reproductive health, HIV/AIDs, education, girls’ and women’s empowerment, support vulnerable children, capacity development, strengthening institutions for peace and development and governance.
As part of this initiative, Pact is jointly implementing a capacity development project entitled “Civil Society Strengthening Programme (CSSP2)”. The Civil Society Support Program Two (CSSP2) is a capacity development programme funded by the Foreign Commonwealth Development Organization (FCDO), Irish Aid, Embassy of Sweden, and Norway, managed by the British Council in consortium with PACT UK and Social Development Direct (SDD). The programme aims to contribute to inclusive and accountable governance for better equitable and inclusive access to services; and an improving environment for the promotion and protection of the human rights of all. The program continued its commitment to deepen and scale up its achievement from the implementation of the last three years. Granting, Capacity Development and Engagement remain the core strategies of the programme that mainstream key cross cutting strategies including gender equality and social inclusion (GESI), Safeguarding and Monitoring, Evaluation and Learning. Moreover, using Regional Hubs as a basic programme delivery unit, working on Human Rights-Based Approach, and investing on coalitions for collective impact initiatives are also the key strategies and approaches used for successful, effective, and efficient implementation of CSSP2.

Hence, after 5-year journey of CSSP2, Pact Inc, British Council and Social Development Direct currently intend to commission a learning review on the above five CD intervention areas to draw lessons and best practices, to know what makes the CSSP2 methodologies/approaches/strategies, etc., different form CD intervention provided by other similar service providers and the extent to which CSSP2 achieved the intended results of the project, etc.
Accordingly, Pact would like to invite potential consulting firms or individuals to conduct the learning review either fully or partly based on their area of interest. Interested consultants can collect the Terms of Reference (TOR) prepared to provide detail information by physically coming to Pact Office starting from March 16, 2023 and submit their technical and financial proposal before March 23, 2023 5:00PM.
