Position Summary:
The purpose of the livelihood officer post is to facilitate and implement livelihood projects and activities as per the approved implementation plans that consist of skills trainings that aim at job creation and employable skills, financial and business skills training that promotes income-generation to the FRC beneficiaries. The Livelihood Officer is expected to facilitate the target beneficiaries’ needs assessment, and collect, and consolidate beneficiary profiles. S/he will be responsible to ensure that service-providing organizations who have an agreement with FRC deliver as per the agreement and standard set; and target beneficiaries’ regular performance progress and IGA engagement status based on the technical advice and supervision of the Livelihoods Specialist.
Key Tasks and Responsibilities:
Technical livelihood programs support (40%)
Assess, plan, and implement innovative and appropriate livelihood activities that uplift the beneficiaries to diversify their economic opportunities,
Plan and conduct the needs assessment of target beneficiaries in line with FRC program direction and guidelines
Identify and verify livelihood beneficiaries in partnership with RRS/UNHCR and Addis Ababa BOLSA and other relevant partner offices;
Follow up on the attendance of target learners for Vocational skills/business/financial training of refugees, IDPs, and/or host communities, and propose appropriate measures to ensure attendance and participation;
Participate and support the identification of eligible technical and vocational skill training institutions that are appropriate for the needs of refugees, IDPs, and host communities;
Follow up and ensure service providers are providing training as per agreed guidelines and to the standard;
Keep track of the livelihood target beneficiaries’ performance after skill training
Represent FRC in relevant livelihood clusters and urban working groups and produce reports as agreed with the immediate supervisor
Assessing and mapping the potential employers for beneficiary's internship and linkage purpose.
Monitoring, Evaluation, Learning, and Documentation (30%)
Establish learners’ profiles and list them per FRC requirements
Support, facilitate and actively participate in the collection of baselines, end lines surveys and other MEAL activities including POE
Actively engaged on regular project implementation and monitoring activities (internal plus with partners)
Compile and prepare periodic quality reports including success stories, lessons learned and documenting properly
Ensure proper representation of women, PWD, and youth in the program as per the guidance and FRC target criteria
Keep track record for each learner’s performance progress, collect and file success stories, photos, and other relevant documentation
Prepare and put in place the appropriate compliance and feedback mechanisms with the support of a Protection specialist as per the beneficiaries’ information-sharing agreement
Follow up on the Vocational skills training delivery and prepare regular status update report with attendance sheet
Innovation (15%)
Research and flag the overall Programs Team business opportunities relevant to the target beneficiaries (Refugees, IDPs, and host communities) to enhance applicable livelihoods interventions
In consultation with programs team, assess, design, and implement supplementary activities that enhance the quality of livelihood activities and improve the learning
Assess, identify and review the potential and appropriate business activities that enhance the economic well-being of refugees, Host communities and internally displaced communities,
Other (10%)
closely work with the Livelihood Specialist, participating in needs and market assessments, reporting, and livelihood project identification.
Support the development, design, and collection of relevant inputs for the overall success of livelihood intervention
Other tasks as assigned by the immediate supervisor
Other (5%)
Undertake any other duties as directed by the Field Office Manager

EDUCATION
Bachelor’s degree in economics, Development Studies, Management, Entrepreneurship, Business Management, or related field required
EXPERIENCE:
Minimum of three years of experience working in the field of livelihood and income-generating activities
Proven success of project delivery from design to completion, particularly in livelihood-related projects (IGA, VSLA, agribusiness, Vocational Skills training, financial skills training, etc.)
Skills, Attitudes and Attributes
Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
Fluent in English; excellent written and oral communication skills, including facilitation and cross-cultural communication.
Strong attention to detail, and time management skills
Computer proficiency in Microsoft Word, Excel, Access, PowerPoint, etc.
