Job Description

Introduction

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a network of over 175 local civil society organizations. CECOE is an independent and nonpartisan organization that strives to contribute to ensuring that elections in Ethiopia are inclusive, transparent, and accountable. With financial support from the European Union and in collaboration with the Netherlands Institute for Multiparty Democracy (NIMD), CECOE is currently implementing a project on Women’s Political participation which is intended to enhance the participation of women in politics and public life.

Accordingly, CECOE seeks to hire a consultant to conduct a capacity building needs assessment, develop a training of trainers and trainee’s manuals. Under this project, CECOE aims to reach women working in Civil Society, media, schools, academia and women in lower government leadership.

Main objectives of the assignment

The overall objective of this assignment is to develop a Training Manual to guide CSOs to ensure that women have access to more significant personal and professional resources to challenge persistent barriers to women's political participation and leadership in Ethiopia

Target Groups

• Women working in Civil Society, political parties, media, schools, academia and in lower government leadership

Expected Deliverables and Output

• The Consultant is expected to deliver the following in three phases:

Phase 1. Formative Research

• Develop an inception report based on the consultancy ToR guidelines including timeline and detailed methodology
• Conduct a survey for a need assessment 
• Develop a preliminary findings and recommendations report from desk review and primary data collection
• Submit a needs assessment report

Phase 2. Training of Trainers Manual and Facilitator’s Note Development

• Using findings of the needs assessment, develop a training manual and related materials adaptable to multiple contexts for CSOs, Political parties, Media, Academia, and students of higher education institutes in Ethiopia
• Develop a ToT Manual with Facilitator’s Note

Phase 3. Trainee’s Manual Development

• Develop a Trainee’s Manual
• Submit consultancy report

Administrative and Logistical Support

• The Consultants will report to the Project Manager. Other key project staff will provide day to day support during the assignment.

Terms of engagement

• Practical Action shall make the payment in three tranches as indicated below
• First Payment (30% of the total cost): Upon successful submission of the need assessment report
• Second payment (30% of the total cost): Upon submission and acceptance of the ToT Manual and Facilitator’s Note 
• Third Payment (40% of the total cost): Upon submission and acceptance of the Trainee’s Manual.
• Note: The payments will be made subject to the consulting entity meeting quality and timely delivery of the stated tasks.

Location: Addis Ababa, travel to regions as required

Type of Contract: Consultant

Languages Required: English and Amharic, additional local language is an advantage 

Starting Date: As soon as Possible

Duration of Contract: 30 working days

Job Requirement

Minimum Qualifications 

Education

• Masters degree in Gender Studies, Political Science, Sociology, International Relations, or relevant field and/or equivalent practical experience Experience
• A minimum of 5 years of relevant work experience in the field of gender equality and women’s political empowerment
• Substantive experience in women’s leadership and participation in politics
• Research experience is an asset
• Experience working in a multicultural environment
• Sound knowledge of international standards on human rights, women’s rights and related instruments
• Experience working with multi-stakeholder organizations is required: governments, CSOs, and international organizations
• Immediate availability.

Functional Competencies

• Sound expertise in gender equality and women’s empowerment, including on women’s political participation
• Communications or knowledge management experience will be an advantage
• Academic and practical research experience
• Fluent in Microsoft word, excel, e-mail, web-based applications and databases
• Demonstrated leadership and personal examples of promoting knowledge management and a professional learning environment
• Outstanding networking, team-building, organizational and communication skills
• Capacity to work with diverse partners including governments, donors and civil society
• Ability to work effectively and harmoniously with people from varied cultures and professional backgrounds
• Results based management skills
• Ability to produce well-written documents demonstrating excellent interpersonal communication skills
