Term of Reference Consultant

Background:

Integrated Service on Heath and Development Organization ISHDO (former ISAPSO) was established in October 1997 (25 years ago) with a Vision to create healthy, productive and self-reliant society. The organization has been working on health, education, livelihood improvement, peace building, environment protection & gender transformation and Inclusion programs and has significantly contributed in the reduction of new HIV infection among key and priority population accomplishment. ISHDO was one of the pioneering Ethiopian NGOs, especially in the prevention and response to HIV/AIDS. Through time, it has transformed itself both organizationally and in the focus of its programs and geographic distribution in the last two decades. ISHDO has achieved successful results in its endeavors and created lasting impacts or sustainable changes through its various programs that cover a wide range of interventions.

ISHDO has strong presence in its programs in Addis Ababa, Oromia, SNNPR and Amhara Regions. ISHDO currently Implements Family focused HIV, prevention, care and treatment activity (FFHPCT) a USAID funded activity Implemented by ISHDO and its partners in Oromia region for the period of August 2020 to August 2023.

The main purpose of the activity is to strengthen HIV epidemic control so that 95% of individuals living with HIV know their status, 95% of persons living with HIV initiate antiretroviral therapy and 95 % of clients on antiretroviral therapy achieve viral load suppression by 2030.

This project is implemented as prime by Integrated Service on Health and Development Organization and 6 sub local implementing partners namely MENA, 2) DUGDA, 3) ODA, 4) FIDO, 5) HUNDEE  6) NTCBCA in selected 46 woredas /towns of Oromia regional state towns and collaboration with major regional stakeholders’ Bureaus of Health, Education, Women Children and Youth, Labor and Social affairs and Finance and Economic Development.

USAID family focused HIV prevention, care and treatment activity support the implementation of Community HIV care and treatment services, comprehensive HIV service for OVC and primary prevention for adolescent aged 9-14 in 46 woredas/towns of Oromia National Regional State.    

FFHPCT goal /results:

• FFHPCT encompasses two major results:

Result 1:

• Increased   access and demand to family focused HIV services to reduce HIV incidence in the community

Result 2:

• Strengthen utilization of data to monitor service delivery and conduct quality improvement services

This activity aims to accelerate and sustain HIV epidemic control in Ethiopia through assisting the delivery of high-impact community-based HIV services and supporting community-based case finding through ICT, tracing of interruptions in treatment (IITs), HIV self-testing, provision of referral to health facilities for care and treatment services and support the establishment of community ART refill groups.

It also aims to deliver a high quality OVC program that is aligned with new direction and priorities of PEPFAR OVC programs emphasizing on Comprehensive Case management and Primary Prevention of violence and HIV among 10-14-year girls and boys in line with PEPFAR technical Capacity domains for prime partners.

Objective of the Consultancy:

This consultancy is a short-term assignment to extract and document the lessons learned and best practices of the FFHPCT project implemented by ISHDO and its partners in Oromia regional state, to share with stakeholders for replication and to provide technical support For ISHDO in the process of evidently documenting lessons learned and best practices. The consultant/ firm will document these lessons in close consultations with ISHDO   the documentation is expected to develop a range of knowledge products for diverse channel and means and to inform stakeholders and partners future programing and policy level decision.  

The specific objectives of the documentation are:

• Document Best/ Good practices of the program in addressing FFHPCTA.
• Document a minimum of 6 case studies detailing the programmed investment at community and individual level, reporting changes inspired by FFHPCT
• Visit the project sights and Meet at least LIP Level coordinators, community members, partner organizations including Kebele, youth and women organizations and other stakeholders to identify the success and gaps, with relevant data which this Project have registered among the program sights.
•  Develop the detailed document designed into a booklet in English and Afan Oromo 
• Provide practical recommendations for program scale up, to inform future similar programming and advocacy.

Scope of Work:

• The documentation will be undertaken in selected 6-7 selected woredas of Oromia region activity implementation towns.
• The final document is expected to embrace different successful cases of best practices, related to the impact of the program at the individual child/ youth, at family and community level in achieving 95-95-95 goals and O VC impact mitigation in the targeted region and towns.
• Documentation of set of case studies focusing on impact of the program at different level as stated above; with high resolution and high-quality photograph.   
• Document successful approaches and lessons from the program interventions in contributing for effective community-based program intervention of FFHPCT.
• Incorporate high density resolution images /pictures taken with consent at community.

Methodology:

The consultant is expected to provide a detailed proposal, indicating the methodologies that will be used for documenting the best practices and lessons learned.  The consultant should come-up with methods proposed for collecting the best practices and lesson learnt and presentable way for articulating into a story with HDR pictures.

The consultant will work with ISHDO technical team, field-based project staff and actively engage with the subgrantee team to identify best practices and lessons learnt and should capture views of beneficiaries, and should encompass perspective of parents/caregivers and community members. Moreover, the consultant is expected to communicate and gather views from the host community, government stakeholders particularly  

The consultant before starting the actual work must review available project key documents and understand the nature of the program conduct:

Field based engagement:

• The consultant is expected to do field-based engagement to identify success stories and best practices and work with key project stakeholders and beneficiaries, include among others: 
• Discuss with Technical and field-based project staff and subgrantees; 
• The project stakeholders at the Regional, Zonal and Woreda level
• Beneficiaries’ children, youth caregivers; and community members including Community-led groups 

 Documentation of case stories:

The consultant is expected to document Six to eight sample successful cases of best practices, showing the impact of the program at the individual child/ youth, at family, community level.  Cases will be identified in consultation of ISHDO and partners. 

Expected deliverables and time line

• The consultant is expected to deliver a report of best practices in line of the scope of the work indicated above and key deliverables below.
•  Provide 6-8 case studies on how package of interventions has improved programmer integration.
•  Submit best practice and lessons learnt booklet in line of the set objectives and scope of work.

Reports :

• Produce a range of lessons learned and best practices write up using a standard format generated and agreed upon.
• Produce the 6-8 case studies
• One document for Booklet material that shows all the best practice of the document.

 Timetable :

Schedule of the detailed activities and expected time of delivery of the assignment should also be indicated inline of each of the key deliverables.  This consultancy will be implemented during the period starting April 10, 2023 the list of lessons learned and best practices will be due on May 10 -, and a final report will be due on May 30,2023.  The level of effort will require a total of 30 consultant days. 

 Roles and Responsibilities:

ISHDO:

• Facilitate an agreement and conduct necessary payments as per the agreement indicated
• Supporting the Consultant in facilitating access to field level staffs to gather necessary data;
• Support with communication and transport arrangement for field work;
• Selection of towns and partners best practices and success stories documentation
• Provide feedback and review of drafts documents   

The Consultant:

• Take written agreement as per the TOR with ISHDO
• Professional and independent delivery of all above listed outputs in line with specifications given within the Terms of Reference within agreed upon timeframe.
• Quality written outputs and HDR pictures supporting material that are of publishable quality.
• Regular and transparent reporting on progress to Save the Children, including any change or challenges as they develop.
• Commitment to presenting results in a professional and accessible manner.

DELIVERABLES:

• Inception report indicating methodology, tools to be used, work schedule, and the proposed format of the document.
• Draft document for review.
• Final detailed document, well designed booklet with logos of ISHDO in English submitted in both hard and soft copy.

Lines of Communication

• The Consultant(s) will report to   ISHDO OVC service director and he /she will work closely with the cluster offices coordinator for better facilitation 

Job Requirement :

• The consultant is expected to have Master’s degree education background in social studies, social work, language and literature, other relevant social science from recognized institution. 
• The consultant team should also find member with photography skills for the case story documentation.
• Minimum 8 years of experience in related field of work; and adequate and proven professional experience and technical knowledge in designing and conducting best practice documentation is required.
• Language Requirements: Proficient in English language, spoken and written, ability for Oromiffa language has added value.    
• Experience in working with, civil society organizations and international organizations is an asset. 
• Excellent time management skills, with an ability to deliver high-quality outputs on time.
