Job Description
Job Purpose: This position will have a role of managing the overall project operation of the IPHCSD and other PHC projects and being responsible for technical project activities related to improving access to and quality of primary health care. In addition, she/he will engage in proposal development and MOH technical working groups. The role will play a critical role in coordinating the regional offices and the country office to ensure the performance of the BMGF grants. |
Project Management § Support the overall project operation of the IPHCSD project by working closely with the IPHCSD project team across IPHCSD project implementation regions. § Provide support for PHC project planning and implementation; § Develop and maintain project plans, schedules, and budgets in collaboration with the project director and technical lead § Coordinate project activities and tasks with various stakeholders including regional offices, project staff, and partner organizations § Ensure that project deliverables are completed on time, within budget, and according to quality standards Technical support on access and quality of PHC § Prepare a periodic plan and implements activities related to access and quality of PHC § Provides technical support for the regional teams on the implementation of project activities related to access and quality of PHC § Prepare and submit periodic reports on activities related to access and quality of PHC § Engage in MOH technical working groups and other platforms on PHC Knowledge Management § Work with communication department and others to prepare and update documents about IPHCSD and other PHC projects § Support knowledge management system for the PHC project, including documentation of best practices, lessons learned, and project results § Facilitate knowledge sharing among project staff, regional offices, and partner organizations to improve project quality and effectiveness § Develop and disseminate project materials, including reports, presentations, and other communications
Operation Management and Coordination § Provide coordination in regular project review meetings aimed at identifying and remedying performance gaps, as well as disseminating relevant information § Monitor the IPHCSD and other PHC project budget utilization against the project plans and report any discrepancies occurred during the implementation to the project director for timely action § Facilitate timely procurement of goods and services for IPHCSD and other PHC projects § Support and address operations support needed by the regional offices and coordinate with country level support to provide all needed support; § Work actively on the project operational plan and annual plan § Track budget utilization against the project plan § Coordinate the budget approvals and quality financial reporting against donor plan § Ensure financial and operations management and compliance across all projects undertaken; Business development § Support identification of opportunities for program expansion and new business development in collaboration with the project director and technical lead § Support proposal development and donor engagement activities, including writing proposals and developing a budget § Develop and maintain relationships with key stakeholders, including government agencies, NGOs, and other organizations working in the health sector

Job Requirements
QUALIFICATIONS
EDUCATION/TRAINING
§ Master in public health or project management
EXPERIENCE
§ Ten years of work experiences in related field.
§ Working experience in bilateral funded projects is advantageous
TECHNICAL SKILLS
§ Strong analytical skills and interpersonal relationship with diverse group of people.
§ Excellent written and verbal communication skills in English and Amharic.
§ Ability to perform and prioritize multiple tasks.
§ Computer proficiency in MS Office applications and technology-assisted communication techniques.
The incumbent is expected to establish and maintain open and cordial relationship with all Amref Health Africa and IPHCSD staffs including in the Corporate Office. The incumbent is also expected to work with NGOs, CSOs, GOs and other stakeholders in order to obtain the required support and collaboration for the implementation of the project activities.
