GENERAL DESCRIPTION OF THE ROLE:
The aim of the role is to assist the Head of Finance in managing the financial function of GOAL Ethiopia, ensuring proper financial reporting, financial controls and financial systems are in place and in line with the specified GOAL Ireland procedures as well as donor specific rules and regulations so as to ensure compliance under audit. This will include preparation of monthly management accounts, yearend accounts, facilitating annual audits, ensuring submission of annual budget and report for CSO, etc
The Deputy Head of Finance will be expected to work in close collaboration with Head of Finance, with programme and support staff both in the field and at head office. S/he will have a functional supporting and supervisory role to field office Area Finance Mangers. The DHOF will also have a key role to collaborative with PD, DPD, Sectorial leads and Logistic coordinator to ensure effective management of grants as well as building the capacity of the local NGO partners.
Key Areas of Accountability/Duties
Understanding of other tasks as required
· Assist team members with information, tools, and resources to improve performance & reach objectives.
· Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones and performance reviews.
· Work with PD, DPD and GM to organize monthly grants review meetings. Work with Partnership team, PD, CD, DPD and compliance team to build the capacity on financial management and system of local NGO partners.
· Identifying risks of fraud and corruption in the field of competence and setting up preventive and monitoring mechanisms in ensure creation of awareness and reporting procedures, alerting head of finance to cases of fraud and corruption and undertaking corrective action and monitoring recommendations arising from the day-to-day control and audit.
Mainstreaming Issues:
· Familiarize self, understand, and implement, according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS and Child Protection.
· Integrates diversity issues into day-to-day working practices, policies and procedures and monitors practices for any disproportionate impact.
· Actively promote staff sensitivity and awareness to Gender, HIV/AIDS and Child Protection issues.
· Approachable and gives positive practical support to staff who my feel vulnerable, victimized or unfairly treated.
· Act as a role model and provide feedback to encourage others in supporting employment equity and diversity principals, and the accommodation of other differences in the workplace. Models the flexibility required for working in a diverse environment.
Compliance Issues:

· BA in Accounting or related field with a minimum of 6-8 years of related work experience of which at least 3 years senior management level in an international NGO managing multi-million-dollar budget programmes funded by USAID/BHA, ECHO. UN Agencies, Irish Aid, etc.
· With internationally recognized accounting qualification (ACCA) is preferable.
· Proficiency in verbal and written English; operational planning, budget planning and management; Proficiency in standard office software packages; Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, transparent and participatory management; Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels; excellent communicator, facilitator and trainer; flexible and capable of working with an international country team.
