Terms of Reference (ToR) for Consultancy Services to Develop Organizational Manuals and Policies 

Introduction

Consortium of Ethiopian Human Rights Organizations (CEHRO) is a local network of CSOs registered on March 16th, 2018, by the Federal democratic Republic of Ethiopia Authority for Civil Societies Organizations in accordance with the new Civil Societies Proclamation No. 1113/2019 with registration number 3932. CEHRO aims to ensure the existence of an enabling environment for human rights and democratic governance and to create a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia. Currently CEHRO has 17 active member CSOs from different regions. Since its establishment in 2018, CEHRO has conducted several strategic activities which benefited its member organizations that can contribute toward realization of the collective CEHRO’s vision.

The Consortium would like to invite interested and qualified consultancy firms/ individual contractor to undertake the review of its management systems and practices and develop the Consortium’s Policy/Manual on Gender, Safeguarding, Climate and Environment, Risk management plan, and Result Based Performance Review System to ensure efficient and effective running of its program operations. The objectives, detailed scope, timelines and other terms etc. for the assignment are out lined in subsequent parts of this document.

Objectives and Scope of assessment

The overall objective is to create a Gender Policy, Child and Adult Safeguarding Policy, Climate and Environment Policy, Risk Management Plan, and Result Based Performance Review System that will streamline the organization's key strategic function and activities while remaining consistent with the organization's mandate, vision, and strategic direction. Based on the identified challenges and gaps, the selected consultant will analyze the organizational needs and required institutional capacities, as well as lead and assist in preparation of Policies, Manuals, and System for effective organizational influence within the CSO sector.

Activities and Expected Deliverables

The following tasks are for the consultants/firm to complete, and the anticipated deliverables are listed in the table below:

Timeframe

The duration of the consultancy period and/or manual development process is estimated to be maximum of 20 days (calendar days) from the date of signing the agreement. The tentative scheduled will be started on June 13, 2023.

Please note that applications will be reviewed on a rolling basis.

Qualifications:

• Advanced University Degree or equivalent in relevant social science fields (Development Studies, Human Rights, Law, Development Planning, Business Administration, Economics and related).

Experience and Skills:

• The consultants are required to have good analytical, coherent, clear documentation/report writing skills, good communication and facilitation skills and proficiency in English and Amharic.
• The consultants should have at least 5 years hands-on experience of similar assignments
•  The consultants need to have an in-depth knowledge and understanding of the accountable governance, right based approaches, and peace building proven experience preferably in dealing with accountable governance and developing Gender Policy, Climate and Environment Policy Safeguarding Policy, Risk Management Plan, Result Based Performance Management System.
• The consultant should be able to attach proof of document (references) from at least three previous employers regarding similar experience.
• The consultants should indicate at least two cases that they have engaged in the last 5 years which demonstrate their professional contribution and direct engagement in the development of similar policies, manuals, and organizational system and the lessons’ you have drawn from your engagement.
• The consultants should have a thorough and demonstrated understanding of the civil society sector and local human rights CSOs in Ethiopia and the recent CSO proclamation (1113/2019) is mandatory.

General Conditions

• The selected consulting firm/ individual consultant will be required to give an undertaking to keep the information/documents obtained during the course of the assignment confidential.
• Without the prior written consent and approval of CEHRO, the invited consultants shall not assign or outsource the work to be undertaken by her/him under this TOR, nor shall she/he invite other consultants on his behalf or to compete on their own.
• CEHRO reserves the right to accept, reject, or negotiate any or all bid documents received in response to this request, as well as to negotiate with all qualified sources, or to cancel, reject, alter, modify, or amend in part or in whole, if doing so is in CEHRO’s best interest.
