JOB SUMMARY This position has responsibility of supporting the program manager in planning, managing the implementation and evaluation of the overall nutrition programme of social mobilization, IYCF and food security programs of IMC in Somali refugees in the Dollo Ado and Bokolmayo woreda where IMC is operational. The Deputy Program Manager is responsible to strategically plan, implement and monitor/evaluate all IMC nutrition programmes both preventive and curative activities like CMAM, IYCF and GMP programs in the area and will represent IMC and liaise with stakeholders including UNHCR, WFP, other UN agencies, RRS and local government partners in addition to other similar IP NGOs in the area. Thus, the primary functions of the Deputy Nutrition Program Manager is to assist the manager in providing leadership and overall day to day management of all Nutrition and Food Security programming including a strong behavior change component at Dollo Ado. S/he will lead the development of strategies and manage existing programs and resources, and provide day to day supervision, management and coaching to a wide team of Nutrition and Food Security. MAIN TASKS AND RESPONSABILITIES 1. Assessment, program development and management • Facilitate any joint or IMC owned nutrition sector-specific assessments and make technical recommendations for appropriate activities, both emergency phase and for longer-term disaster risk reduction and transition phase. • Determine the cause of the malnutrition in the emergency response and formulate appropriate responses that will address the cause. • Effective implementation of IMC’s Emergency and long term Nutrition Projects within the frame work of pertinent national/area nutrition policy, strategy and guidelines • Support the Nutrition Manager in leading the nutrition team in the programe area for effective implementation of the activities for achievement of the project goal with clear JD and deliverables for each and every one of the team member. • Ensure observance & respect the dignity of beneficiaries, careers and members of the community at all times • Provide direct hands-on technical support to Nutrition Technical Staffs and IMC partners to effectively and innovatively manage emergency nutrition projects with focus on key technical areas • Ensure that emergency nutrition and related projects are technically sound, environmentally friendly, socially and cultural acceptable. • Coordinate International Medical Corps’s nutrition response and recovery activities across a wide range of actors within International Medical Corps, donors, host governments, UN and NGO partners to ensure consistency of programming. • Strong negotiation skill with the partners, host community, government officials. • Actively participate and represent IMC in Dollo-based nutrition Cluster meetings. • Assist the Nutrition Program Manager in the development of the nutrition program strategies, with support from national nutrition team, for the specific disaster response • Assist in development of, or provide technical review for, emergency response proposals to be submitted by International Medical Corps to ensure that proposed activities and programs align with best practice in the nutrition sector. Also apply new developments in the nutrition sector to International Medical Corps programming when appropriate. • Be fully aware of national policies, strategies and other initiatives and developments by government and other stakeholders in the area of nutrition community mobilization and IYCF. • Design and propose relevant and cost effective community mobilization and IYCF approaches. • Regularly assess the implications for IMC’s programme and priorities of any changes in the operating environment in this sector and report on these to the nutrition programme manager as required. • Provide technical support to assist in the development of disaster risk reduction programs that mitigate the effects of disasters on populations and communities; identify disaster mitigation measures, where appropriate, that could be linked to disaster response activities • Actively participate in surveys done at the Community level (KAP, SMART, Causal Analysis, Barriers, Coverage) 2. Logistics and budget management • Follow the logistic issues in relation to all nutrition programe including CMAM ,community mobilization, IYCF and GMP including preparing procurement plans, raising purchase orders and following the status of procurement and finally leading the proper utilization of procured nutrition items (collaborating with IMC logistics department, WFP, ARRA and UNICEF) • Closely monitor program budgetary expenditures, follow pipeline updates from finance team. • Ensure smooth phase out in each nutrition projects in the area during project phase out period • Lead the nutrition community mobilization and IYCF staff for the proper planning and utilization of budget and other resources under the nutrition program
3. Reporting and M/E
· In liaison with IMC M&E and the Nutrition Program Manager, plan, coordinate and prepare Dollo implementation and assessment/survey reports and ensure quality and timely reports are submitted to final destination. · Regularly submit reports to the program manager or IMC Addis office as per the reporting schedule and draft assist the compilation of intermediate and final donor reports · Monitor the day to day implementation of nutrition community mobilization and IYCF program activities as per the detail implementation plan and project agreement with the donor, ARRA and UNHCR/WFP.
4. Representation, capacity building and coordination · Represent IMC in Nutrition coordination meetings at Dollo level and when requested at national level · Identify and provide relevant trainings to the nutrition team members whenever needed. Provide technical support and training where required to all team members and partners · Coordinate with program staff for technical issues at Dollo with the nutrition program manager and at Addis with nutrition program manager, deputy nutrition program manager and public health program coordinator · Strengthen partnerships, institutional linkages and working relationships with other sectors in Dollo (WASH, MH, GBV) · Build the capacity of Technical, Community Nutrition Promoters (CNPs) and committees to deliver quality service and undertake participatory monitoring of the implementation of the project works and record lessons and reports. Additional Tasks: · Collaborate with other actors working in the target community · Be flexible and be able to give assistance with different activities not included in this primary JD · Perform other duties as assigned by the Nutrition Program Manager. MINIMUM REQUIREMENTS
• BSc/Masters’ level degree in Nutrition or Public health / Nurse with nutrition background
• Minimum 5 years work experience in nutrition work and implementation of nutrition intervention programmes, including CMAM, GMP, IYCF and monitoring and evaluation aspects in refuge setup.
• Experience on community management of acute malnutrition in refugee communities/camp setting.
• Experience of managing human resource with diverse background under minimal supervision and support.
• Experience with training of staff in CMAM and IYCF
• Ability to read and interpret nutrition reports
• Flexible with ability to cope with stressful situations and frustrations
• Fluency in the local language and knowledge of local culture are required
• Good communication skills; Oral and written with fluency in written and spoken English
• Experience of and commitment to utilizing participatory approaches
• Understanding of nutritional surveillance and information systems
• Proven ability and experience in planning and conducting formal training session on nutrition including community mobilization and IYCF.
• Proven capacity to supervise, train and coach local staff and community workers.
• Ability to integrate into the local environment (RRS, UNHCR) including awareness of political, religious and economic aspects of the community.
