JOB SUMMARY
Under the direct supervision of Senior Finance Manager, to support organization’s finance operations unit both Addis Ababa based, and field based, program support, Audit and financial reporting, donor reporting and operationalize finance management and internal control systems for International Medical Corps’ field offices. The position holder will be responsible for Ensure timely preparation of budgets for new project proposals, budget revisions, efficient budget monitoring, financial donor reporting and audit process for the projects, in compliance with donor and IMC policies and procedures. She/he is responsible for the budget preparation of the new proposals, prepare monthly pipeline/BVA report and projections with program team and donor reports as assigned by line manager. Works closely with Sr. Finance Manager -Budgeting & Reporting.

MAIN TASKS AND RESPONSABILITIES
Budgeting
§ Provide cost allocation based on gaps and ensure all actual gaps for each area are considered and taken into account when budgeting for each proposal. § Ensure a timely and well-coordinated budget preparation with all the program sectors and field offices. § Manage the internal budgeting tool/template with fixed lines to ensure all relevant costs are accounted for therefore minimizing risk for missed costs. § Ensure flagged amendments are concluded including cost extensions and no-cost extensions. § Ensure that new proposal budgets follow the IMC Shard Cost policy, other internal guidelines, external donor guidelines and respect the 80-20 rule. § Work closely with the Finance Manager and Finance and Admin Director to ensure inclusion of relevant support costs in new budgets and cost recovery of funding gaps identified. § Provide technical support, trainings and on-job support to finance and non-finance staff Budget Monitoring § Ensure approved budgets are setup in IMC TM1 template during the proposal submission and before the grants are signed according to donor guidelines and budget templates. § Coordinate the pipeline/BVA process and forecasting tool that will allow review of financial progress against the program achievements. § Follow up with each Sector Program Manager, Budget Holder and Field coordinators on spending and eligibility of costs incurred/posted to ensure a 100% utilization on grants. § Enforce regular monthly pipeline/BVA review process, in collaboration with the Finance Manager (Budgeting & Reporting), Program Director, and other sectors. § Provide support and troubleshooting on any issues raised and providing training to other staff on Budgeting and budget management and monitoring. § Suggest corrective action to be taken to the Finance Manager and Finance & Admin Director. Donor Reporting and Compliance
§ Ensure timely delivery of monthly, quality, and annual donor financial reports meeting internal and external deadlines § Ensure timely delivery of monthly, quality, and annual government financial reports meeting internal and external deadlines § Ensure compliance with donor rules and regulation through regular reviews and close monitoring § Ensure all close out documents are in place

MINIMUM REQUIREMENTS
· Bacheller’s Degree in Finance & Accounting, Business Administration, or relevant field. · Minimum 6 years proven progressive experience in finance and grants related positions • Minimum 5 years’ experience working for INGOs • Proven experience in working with financial management of projects funded by humanitarian donors (USAID/BHA, EHF, BPRM, UNHCR, UNICEF, WFP…) • Solid knowledge and understanding of financial compliance, donor compliance and procedures • Strong interpersonal and communication skills and the ability to work under pressure • Excellent skills in the use of computers (MS Word, Excel, Power Point) |
