(ToR) Consultancy: To develop advocacy strategy document on “Promoting the role of women in conflict prevention, conflict resolution, peace building and post - conflict reconciliation processes”
Ethiopian Women Lawyers Association (EWLA) is a non-profit women's advocacy Civil Society Organization founded by Ethiopian women lawyers in 1996. EWLA had been working in promoting the economic, political, social and legal rights of women and to that end assist them to secure full protection of their rights under the Constitution of the Federal Democratic Republic of Ethiopia and other international human rights conventions.
Since its establishment, EWLA has been addressing the issue of gender equality, women empowerment and violence against women among many other issues. EWLA has its head office in the capital of Ethiopia, Addis Ababa and eight regional branch offices in Adama, Assosa, Bahir Dar, Deredawa, Gambella, Hawassa, Jigjiga and Semera. The branch/regional offices are supported by 55 trained voluntary committees organized at woreda and zonal levels providing structures to reach women at grass root level in Ethiopia.
Introduction
The government of Ethiopia has fostering and promoting the national dialogues for peace and reconciliation since the early of this year (2022) to promote and safeguarding the peaceful environment of the people of the country, the national dialogue commission was established following extensive consultations with the administration. The agenda has fixed for debate to raise the number of women in commission positions, women's voice in the country-building process, and women's active involvement in the national dialogue process. A coalition is formed to ensure women's voices in the country's peace-building process, as well as women's active participation in the national dialogue process. EWLA is also of the steering committee member of the coalition. The Coalition's major goal is to use methods of collaboration with the Commission to secure the inclusion of women's voices in agenda-setting and actual representations on national negotiations. In addition, EWLA in collaboration with different existed and new international donors and partners will continue to strive for the overall advancement of women’s representation on peace building processes through research and advocacy works that will emphasize on the role of women for sustainable peace building processes.
The implementation of projects with the primary objectives of promoting and strengthening the role of women on peace, reconciliation and post-conflict reconstruction is necessary because the women and girls are the forefront vulnerable and mostly affected by conflicts, yet they are mostly disregarded in efforts and decisions to resolve them. Peace building Processes that exclude women ignore the perspectives, needs, and priorities of a large section (half) of the population. Evidences shows that peace agreements are more likely to be secured and are more likely to sustain with the existence of situations where women are meaningfully represented in the national dialogue for peace and reconciliation and also in post-conflict reconstruction. However Women’s involvement in dialogue for peace and reconciliation is diverse, complex, and multi-layered. That is why state governments should work to empower women as the conflict mediators, peace builders and change agents within their societies. With meaningful involvements; women can broaden the scope of agreements to include the widespread set of critical societal priorities and needs required for lasting and impartial peace. Even when peace processes have failed to end conflict conclusively, women have positively influenced efforts to advance security and stability via negotiations.
The Assignment
The assignment of this TOR is to develop advocacy strategy which will use as a guild line during the implementation of the project in Amhara region (Gonder and Woliday town and Addis Ababa city administration). Besides, the consultant will also provide advisory service until the end of the project period.
General Objective of the project
The major objective of the project is of promoting and strengthening the role of women on peace, reconciliation and Post-conflict reconstruction through mechanisms of peace building processes including indigenous ones.
Scope and Purpose of the advocacy strategy
The purpose of this assignment is to develop and produce an advocacy strategy that will use as a guideline during the implementation time. And the consultant will also provide support and advice at the implementation of public advocacy campaign and trainings.
The advocacy strategy will identify the mechanisms/methods to implement public awareness raising concerning peace building and conflict reconciliation expected to increase and promotes womens’ participation in the process of peace building, conflict prevention and resolution.
Deliverables
Design, and Prepare/develop conflict prevention and resolution advocacy strategy to increase and promotes women’s participation, strengthen and build their capacity to have a meaningful contribution through the peace building process.
Deliver the designed /developed peace building, conflict prevention, resolution and reconstruction advocacy strategy to be used as a guideline.
Provide continues professional support at the implementation of the advocacy activities
Timeframe
This assignment will take place for one month from the signing of the contract by both parties. The consultant should bring the detailed work plan as part of the inception report.
One month are allocated for the completion of the advocacy strategy from the time of signing of the contract.
The consultant is obliged to submit progress report to EWLA every 10 days via mail
The consultant should complete and submit to EWLA the strategy and the data collection instruments within five days after the signing of the contract along with inception report.
The consultant shall submit a draft copy of the advocacy strategy at the 25th day for comment by EWLA, which EWLA should complete and return within three days.
The consultant shall submit the final copy of the advocacy strategy on the 30th day.
Job Requirement
Qualifications and Experiences of the consultant
Proven experience of the company in undertaking similar assessments;
Track record in working with government organizations, NGOs, and general public;
At least one member of the team should have a BA degree in Low, peacebuilding, gender studies, human rights, or related social science fields.
Familiarity with the experience on engagement on conflict resolution and post conflict resolution, National and international commitments on peace building and women's empowerment,
Proficiency in report writing in English (Sample assessment can be presented by consultant/s
