Introduction
Fayyaa Integrated Development Organization (FIDO), an Ethiopian non-profit charity organization, established in Jimma zone in response to the HIV/AIDS pandemic in 2002, has grown to serve 26 districts across Ethiopia. FIDO has undertaken both development and emergency life-saving programs and recently embarked on a pilot peace-building and security initiative. To ensure the continuity of our operations, FIDO is seeking to develop a comprehensive Business Continuity Plan (BCP) and revise our organizational manuals.
Job Description
FIDO is inviting qualified consultants or consulting firms to develop a strategic Business Continuity Plan that aligns with our organizational goals of self-reliance. This announcement aims to identify a qualified and legally registered consultant or firm to create this critical document.
The assignment will be awarded solely based on the qualifications and prior experience of the selected consultant or firm in developing similar Business Continuity Plans.

Main Purpose of the TOR
The primary objective of this Tender of Reference (TOR) is to engage a consulting firm to develop a five-year Business Continuity Plan and related documents that are consistent with existing national and international goals in the current humanitarian context. The plan will guide FIDO towards its vision.
Objectives of this assignment:
The assignment's key objective is to develop a five-year strategic plan that is context-specific, aligns with national and global best practices, and emphasizes networking and funding activities for FIDO over the next five years.
Scope of the Work
The consultant or firm will cover the following essential themes among others:
Develop a customized business strategy to enhance FIDO's performance and expansion over the next five years.
Provide expert advice on organizational business strategy and operational efficiency.
Utilize previous organizational policies, such as the organization's strategy, business model, financial manual, and organizational structure, as a foundation for the Business Continuity Plan.
Develop a clear strategic planning framework or overview document as a foundation for the plan.
Create the initial draft of the strategic document based on the TOR, incorporating feedback from FIDO staff.
Share the second draft with concerned FIDO staff for additional feedback.
Incorporate feedback into the final draft of the plan.
Plan, organize, and facilitate a dissemination workshop for FIDO's management, front-line personnel, board members, government officials, donor representatives, and beneficiaries.
Collect final feedback during the dissemination workshop and incorporate comments into the final draft.
Remark:
All documents should reference and support active practices, including implementation strategies, diagrammatic presentations, and yearly working instructions. The plan must provide clear guidance on implementation and usage by board members and key staff. The reference section must detail appendices/annexes and explain how national, international, and other publications have been incorporated.
Timeline and Deliverables
The total duration of the assignment will not exceed TWO MONTHS from the agreement's commencement.
The deliverables may include the following topics, but we welcome innovative and detailed timelines from the consulting team:
Examination of FIDO's previous documentation.
Submission of the general framework or overview for each strategy for comment.
Development of policy bodies based on predetermined structures and contents.
Submission of the first draft report/presentation to FIDO.
Submission of the second draft report.
Provision of the final draft at least five days before the workshop.
Conducting workshops, training, or presentations for FIDO's stakeholders.
Incorporating final feedback from the dissemination workshop into the final draft.

Essential Criteria for Consultancy Firm/Institute:
Minimum of 10 years of operational experience providing consulting services in developing strategic plans and related areas.
Expertise in developing strategic plans and policy documents, including financial procedural manuals and HR manuals.
Previous experience collaborating with local NGOs, international NGOs, and organizations with similar missions.
Capacity for Human Resources:
The proposed staff must have strong writing, editing, and proofreading skills.
Staff should possess relevant academic credentials and professional experience.
Prior experience in comparable roles with local and/or international NGOs is preferred.
Desirable Qualifications:
Practical experience with tasks related to the assignment.
Familiarity with strategic documents for regional and global NGOs.
Gender balance with at least 25% of the team comprising women.
Understanding of current trends, international strategies, and national priorities in relevant sectors.
Proven analytical skills, particularly related to strategic planning and relevant laws.
Experience in developing Emergency Preparedness and/or Development Business Continuity Plans.
Minimum of a Master's Degree in management, project administration, business administration, developmental economics, or related fields.
A track record of collaborating with reputable national and international NGOs in business continuity planning.
