General Mission

Under the responsibility of the Operations Manager, the Explosive Ordnance Risk Education (EORE) Project Manager contributes to implementing Humanity & Inclusion’s mandate and strategy in Ethiopia. Specifically, she/he will support the scale-up of HI’s risk education activities. The EORE Project Manager will be responsible for project and team management, coordination, reporting, and budget management tasks under this stream of action to provide life-saving messaging to affected communities on the hazards and risks associated with explosive ordnance contamination and offer timely referrals to services for victims.

Missions/responsibilities*

 Mission 1: Management

The selected candidate will be in charge of operational and team management. As a manager, he/she will embody HI’s values on a daily basis and be a role model. She/he will be the first HR and coach to their staff, supporting the development of their staff, and creating the conditions for their commitment, professionalism, and attachment to HI. He/she will ensure compliance with the code of conduct and institutional policies, the mindset, and expected individual and collective behavior.

 Responsibility 1: Lead and motivate the project team

·         Supervise and manage the HI operational team under her/his responsibility, by ensuring performance reviews and appraisal process for each staff member.

·         Supports the HR department in the management of annual leaves and recruitment processes.

·         Supports the Humanitarian Access and Security manager in staff safety, security, and well-being at all times.

·         Identifies gaps in staff capacity, and develops training plans and capacity development plans, in collaboration with the Technical Unit and the other members of the coordination team (training, on-job recommendations, and capacity-building sessions).

·         Ensure strict application and respect of the Internal Regulation by related staff;

·         Ensure that all staff respect confidentiality and follow HI’s ethical, safeguarding, and protection guidelines;

·         Ensure strict application and respect of the internal regulation by the staff under your supervision;

·         Ensure conflict resolution within your team;

·         Propose relevant adaptation of the organizational chart of the activities and contribute to its implementation;

·         Ensure a good communication flow through coordination meetings;

Mission 2: Operational implementation

Responsibility 2: Ensure the implementation of the project according to the work plan, budget, and log frame throughout the project cycle

· Develop a work plan, risk assessment, and team movement plan to ensure timely delivery.

·         Manages project budget, including monthly forecasts, planning, and supervision.

·         Maps and directs program activities as per the project plan and mission.

·         Oversee the selection, recruitment, and training of EORE community focal points.

·         Acts as a key community and stakeholder liaison to facilitate activities and improve participation.

·         Facilitate and coordinate linkages between risk education and victim assistance activities, including establishing referral pathways and synergies with agencies and communities.

·         Establish working relationships with project stakeholders such as Government officials including national mine action authority, donors, international organizations, and project implementers.

·         Develop effective awareness-raising activities and training sessions with the project's target groups.

Informs in a timely fashion his/her line manager of any risks of delays in the implementation of activities.

Responsibility 3: Ensure project monitoring, evaluation, accountability, and learning

·         Oversees monitoring and evaluation responsibilities, including reporting and follow-up

·         With technical advisors, carries out quality assurance of project activities.

·         Conducts monitoring and evaluation activities such as pre and post-tests, case studies, and surveys.

·         Oversee HI community feedback and reporting mechanism, including timely follow-up and escalation.

·         Ensure compliance with global technical standards and norms by communicating and involving the technical specialists and advisors with expertise in the project themes.

·         Understands and conducts project activities in compliance with tools used by HI and forming part of the country strategy

·         Understand and apply International Mine Action Standards (IMAS); ensure that Mine Action Organization Standard Operating Procedures (SOP) comply with the IMAS – in particular with IMAS 12.10 – and are conducting safe and effective operations.

·         Prepare the PM Box for the project under direct responsibility;

·         Provide regular reporting on the activities to both projects and field coordinators;

·         Prepare intermediary and final reports for the project in close link with the grants manager, Operations Manager, and Reporting Officer;

·         Regular verification and correction of the activity database;

·         Prepare and share minutes of meetings and activity reports;

·         Provision of a handover report at the end of the mission.

Responsibility 4: Ensure project data management

·         Liaises with communities impacted by explosive ordnance to conduct information-gathering surveys.

·         Oversee data entry into Humanitarian Mine Action area responsibility Database, of all Humanitarian Mine Action field reports and returns.

 Responsibility 5: By authority of his or her line manager, represent HI at the local level.

·   Meets with local authorities and leaders to keep the aforementioned abreast of HI’s activities and ensure continued acceptance of HI’s work.

·   At the request of the Area Manager or Operations Manager, represent the organization with donors, partners, local authorities, and stakeholders involved in the implementation of the project;

·   Where relevant, identify potential local-level collaborations or partnerships to extend and make more comprehensive HI’s EORE activities.

·   Leads on coordination with partners, UNMAS, and the mine-action AOR, including mandatory reporting.

Responsibility 6: Participation in the development of new projects

• Participate in the development of any possible/future concept note or project proposal, including narrative and budget;
• Contribute to needs assessment for new interventions;

Collect and share data during assessments and meetings to feed the other activities (Mine action, RE, VA).

Job Requirement

Education:
BA degree in project management, social sciences, or other related subject. A Master's degree in conflict and development, or associated subject, is desirable.

Experience:

Minimum 5 years of project management experience with NGO/UN Agencies.
Professional experience in Explosive Ordnance Risk Education and/or Victim Assistance is desirable.

Previous experience engaging with diverse communities

Skills:

Proven coordination and relationship-building skills in communities.

Skills in qualitative and quantitative data collection, reporting, and analysis are required.

Excellent written and spoken Tigrinya is preferable and English is essential.

Personal qualities:

High level of motivation, proactivity, dynamism, and dedication to affected communities.

Confident with excellent interpersonal and intercultural skills.
