Background of the assignment
The Network of Ethiopian Women Association (NEWA) is a pioneer, national coalition of women's associations that has been operating for the last two decades to realize gender equality and women empowerment in Ethiopia, by creating a synergy of efforts among women's associations and structures. It was established in 2003 and registered with certificate number 1481. Currently, NEWA has 35 member associations and organizations. The network strives to ensure the interests of women are factored into the national plans and policies and to see women’s social, economic, political, and legal entitlements realized at all levels as enshrined in the national and international instruments.
Equipped with the mission of promoting gender equality and enhancing the economic, social, political, and legal empowerment of women and girls in Ethiopia, by strengthening synergy among its constituents, enabling joint effort of all actors, and ensuring accountability towards the protection of women’s rights. NEWA has been undertaking various programs/projects in this regard due to its commitment to transform and sustain the efforts towards improving women’s lives and status in Ethiopia; and envisions seeing an Ethiopian society where gender equality is realized.
NEWA is implementing a project entitled “Supporting women in political participation in Ethiopia” from 2020-2024 in partnership with an international NGO called Demo Finland. With the project, NEWA has provided capacity-building training for women political party members and candidates, and also conducted different consultative discussion forums with various concerned stakeholders.
As part of the project, NEWA has planned to deliver capacity-building training for members of political parties and women politician networks on “Women’s Political Leadership and Decision-Making skills”. The training generally aimed to strengthen the role of women politicians and networks in a way that increases their influence in decision-making for effective governance and plays its role in enhancing women’s political participation. Specifically, it is aimed to increase the political leadership and decision-making skills of women politicians and networks for effective policy-making and reform within their parties and beyond; to facilitate the creation of policy mechanisms that enable women political party members to collaborate across party lines with their male counterparts; to enhance their ability to influence their political parties and government for enhancing women participation in politics.
Objective of the assignment
The overall purpose of the assignment is to deliver capacity-building training on political leadership and decision-making to the female members of political parties and networks to Strengthening Women’s Political Participation and Leadership.
Purpose and coverage
The main purpose of this assignment is to give capacity-building training on Women’s Political Leadership and Decision-Making that will be provided to the female members of political parties and networks/women’s wings of Benishangul Gumuz and at the National level here in Addis Ababa. The training will enhance the women’s wings' capacity to play a leadership role and magnify their voices on regional and national political processes. The training will be given for each two days for a total of eighty women (80) that is 40 from Addis Ababa and 40 from Benshangul Gumuz Regional State.
Methodologies and Scope of the Work
The purpose of this TOR is to facilitate a capacity building training on women’s political leadership and decision-making for women political party members and women’s wings to strengthen their commitment to the promotion of gender equality and women’s rights, to participate in social, economic, and political life within their parties, network, and beyond. Besides, to create a networking platform for women politicians working in the area of politics and women’s rights to share new ideas through different social media platforms.
The training will be delivered in an adult learning and training approach through brief lectures, a variety of visual learnings, brainstorming, individual and group exercises, and practical demonstrations.
5. Trainer/facilitator deliverables
Duration for the assignment
Timeframe of the assignment is on September 2023 and the training will be held on September 21-22, 2023 for Benshangul Gumuz Regional State and on September 25-26,2023 for Addis Ababa. After signing of the contract, the trainer/facilitator will have a total of two days for preparation, two days will be provided for the training/facilitation and s/he will prepare the report and submit to NEWA immediately after the training.
Evaluation Criteria for selecting a consultant/trainer
A two‐stage procedure will be utilized in evaluating the proposals, with the evaluation of the technical proposal being completed prior to any financial proposal being opened and compared. The financial proposal will be opened only for submission that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposal. The technical proposal is evaluated based on its responsiveness to the Term of Reference.
In the Second Stage, the financial proposal of all bidders, who have attained a minimum 70% score in the technical evaluation, will be compared with a score of 30%. The contract will be awarded to the successful bidder following the completion of all evaluations. The successful bidder should sign a contract with the NEWA to undertake the assignment.
