I. Overview
USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse. Dexis Consulting Group is USAID’s implementing partner for ESP.
Dexis will provide the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation. Dexis’ Field Team brings the USAIDs experience, relevant field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations.
Dexis is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to support ESP. This is a full-time position based in Tigray Region/Mekelle, Ethiopia.
II. Responsibilities
Provide support to the Regional Program Manager and MEL Manager in managing evaluations and developing evaluation methodologies and indicators, collecting, analyzing, and assuring data quality.
Engage in cluster evaluations, case studies and success story writing for activities in the regional portfolio and beyond.
Support the Regional Program Manager and Program Development Officers (PDOs) in yellow light concepts thorough feeding in lessons learnt from the program and developing and reviewing Activity level MEL plans.
Provide technical support to implementing partners, including face-to-face couching and mentoring on MEL-related data collection, analysis and reporting.
Conduct site visits to monitor and evaluate activity implementation and impact.
Contribute to information products and communication, program learning and reporting including rapid updates on program status and impact.
III. Reporting
This position administratively reports to Regional Program Manager and Technically will report to MEL Manager or designee.
IV. Qualifications
Bachelor’s degree or equivalent university degree in a relevant field (political science, peace, law, public administration or any other related social science related discipline).
At least 4 years of experience conducting evaluations and/or assessments of various sizes and scopes, in developing countries.
At least 2 years of experience providing logistical and operational support services to international development projects.
Strong written and oral communication skills, interpersonal skills, and team management skills.
Experience living and working in Ethiopia.
Experience working in environments experiencing political transition, dialogue, peacebuilding and Demobilization, Disarmament and Rehabilitation (DDR)
Fluency in written and spoken English, Tigrigna and Amharic.
Formal training in monitoring and evaluation strongly preferred.
Familiarity with USAID objectives approaches and operations, particularly as they relate to evaluations preferred.
