I. Overview
USAID/Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse. Dexis Consulting Group is USAID’s implementing partner for ESP.
Dexis will provide the personnel, systems, and technical capacity needed to ensure that the USAID Ethiopia Support Program is operational, grant-ready, and active in activity implementation. Dexis’ Field Team brings the USAIDs experience, relevant field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations.
Dexis is seeking a Finance Officer –Tigray/Mekelle to support ESP. This is a full-time position based in Mekelle, Ethiopia, with an immediate start date.
II. Responsibilities
Update bank balances and reconcile accounts monthly.
Request funds, as necessary, through wire transfers from the Addis Ababa office.
Close accounting transactions on the last day of each month and send transaction details to Addis Ababa Main Office Finance Department, with prior approval of the Regional Program Manager in Tigray Field Office.
Respond promptly to Addis Ababa office finance/accounting questions or concerns.
Verify vendor and subcontractor invoices and make sure all supporting documents are received and correct, monitor vendor balances.
Issue and send payments to vendors and beneficiaries.
Make sure that payroll tax is paid to the respective regional office/agency on a monthly basis.
Process travel advances to project staff and follow up on outstanding balances.
Verify and process expense reports generated by project staff.
Produce necessary financial reports for the Regional Program Manager, Chief of Party and Addis Ababa Field Office.
Maintain electronic and hard copies of all accounting documentation.
Update all financial transaction data daily in QuickBooks.
Verify, allocate, post, and reconcile transactions.
Produce error-free accounting reports and present their results.
Work with team on expense reports and assist Finance Manager with pipeline for activities’ expenditures.
Undertake other duties as assigned by supervisor.
III. Reporting
This position will report (Administratively) to the Regional Program Manager, and Functionally to the Finance Director stationed at Addis Ababa Field Office.
IV. Qualifications
Bachelor’s degree or equivalent university degree in finance, accounting, or a relevant field.
At least 5 years of relevant experience
Expertise in accounting and fiscal management for a USAID or other donor-funded program
Ability to prioritize and manage a high-volume workload in a fast-paced work environment
Strong written and oral communication skills
Proficiency in MS Word, Excel, and other basic computer applications.
Experience in QuickBooks accounting or related software
Fluency in written and spoken English and Amharic
Fluency in Tigrigna preferred
