About NBPE+
Biogas Dissemination Scale-Up Programme (NBPE+) has started in 2017 with overall target of 29,326 installations of household size biodigester and 40 larger size digesters till January 2024. The scaling up of the dissemination of bio-digesters throughout the country is one of 3 programmes listed under the SE4ALL National Action Plan's proposed actions to achieve the SE4ALL goal of universal access to clean and modern cooking solutions by 2025.
The overall objective is to improve the living standards of farmers and their families, in the Ethiopian regions of Afar, Amhara, Benishangul-Gumuz, Gambela, Oromia, Sidama, SNPPR, Somali and Tigray while reducing the over-exploitation of biomass cover in the 9 regions, reducing GHG emissions and indoor pollution. By developing a viable bio-digester sector embedded in an enabling institutional and policy environment, the programme also aims to contribute to increased economic and business development (particularly in rural areas) and the longer-term objective of supporting the transition in Ethiopia to a more sustainable energy mix and corresponding socio-economic and environmental benefits.
Among the impacts, outcomes, and outputs of the NBPE+ linked to these terms of reference are the inclusion of clean, and efficient biodigester energy solutions, which implies technological innovation both at the level of biodigesters and appliances-domestic and productive energy linked to the families and commercial farms or institution’s needs-demands in the country, the strengthening of the biogas value chain, mainly the development of the private sector. The outputs, outcomes and impacts directly and indirectly linked to these Terms of Reference are clearly listed below.
TEAM COMPOSITION
The duties will be carried out by a consulting business with demonstrable knowledge and experience in the energy sector, particularly regarding bio-digester technology. He or she must be fluent in English and produce high-quality documents in English. The team must include the following qualifications and expertise:

Team Leader: - with a broader knowledge and experience of consulting or product market development work, with a minimum of master’s degree in mechanical engineering, Renewable Energy Engineering, or energy related field and with more than 5 years of professional experience, including research work in energy engineering, and energy product development. The team leader must have a good coordination/ administration skill, with the ability to work effectively and deliver within a given deadline.
Team member: - A minimum of bachelor’s degree in economics, Business Management or Communication or related field. The Expert is desired to have more than 5 years of relevant experience in developing case studies, briefs, impacts stories and policy briefs.
