1. Background
Wetlands International is the leading global not-for-profit organization dedicated to safeguarding and restoration of wetlands for people and nature. We are a global network of 20 independent offices that implement a joint strategy to safeguard and restore wetlands in more than 100 countries worldwide. The global office, based in the Netherlands, serves the network in representation, communications, technical support and fundraising, and by keeping the daily work of the network aligned.
In Eastern Africa, we are represented by offices in Kenya, Ethiopia, Tanzania and Uganda. We safeguard and restore wetlands for their full range of values, using ecosystem-based, inclusive approaches across whole landscapes. Using knowledge as a foundation, we inspire and mobilize communities and other local stakeholders to develop a common vision, leading to demonstration projects and integrated management plans across wetland landscapes, which safeguard biodiversity and optimize sustainable use of natural resources.
Wetlands International through its Ethiopian Office is currently implementing various projects aimed at safeguarding and restoration of wetlands in different parts of the country such as in the Central Rift Valley (CRV) Sub-Basin. WI is planning to extend its operation within central Rift Valley Sub basin and other parts of the country in order to contribute for safeguarding and restoration of Ethiopia’s wetlands. As part of this process, Wetlands International Ethiopia is interested to develop a ten-year strategic intent for 2024-2034, to reconfirm the Organization’s vision and to establish a design process and approach for the effective implementation and sustainability of its mandate over the next ten years.
2. Objective of the assignment
The objective of this assignment is to develop a 10-year strategic intent, which maps and directs Wetlands International Ethiopia’s journey to realize of its global, regional, and national vision, based on a critical analysis of current overall global, regional and national context, and achievements and challenges.
3. The Scope of the assignment
The consultant is expected to do a thorough analysis of various documents and procedures to develop the strategic Intent, has responsible the following, among others:
1. Critically review, analyze and portray Wetlands international Ethiopia’s internal and external context, by assessing WI’s previous strategic intents (Global and Regional), organizational bylaw, and all wetlands and wetlands dependent biodiversity-relevant government policy and legal frameworks.
2. Assess existing Theories of Change employed by WI global and align this with WIE Organizational Theory of Change for 2024-2034.
3. Thoroughly review, analysis and align its vision with defined WI (global and regional’s) vision, mission, mandate etc., in a manner that is contextualized in terms of the present national and global environments.
4. Map and analyze WIE’s stakeholders in order of their direct and indirect relevance, and the significance of the roles they potentially have.
5. Undertake a situational analysis (using PESTLE & SW/LOT Analysis) to define internal and external determining factors of progress to realizing organizational vision and mission as well as identification of constraints and opportunities for growth and development.
6. Identify key strategic themes (areas of focus), and frame corresponding strategic objectives and results for the Strategic intent period, by adopting a consultative approach, and an appropriate tool of analysis.
7. Assess the organizational structure, institutional capacity, and the administrative and financial management systems, so that there will be full alignment with the identified key areas of focus, and strategic objective and result frameworks.
8. Put forward a strategy to reach the defined objectives and results (program implementation strategies, Institutional strategies etc).
9. Formulate a result and resource framework with clear deliverables, indicators and tools for the Strategic intent period.
10. Conduct risk analysis, and formulate risk management strategies including identifying potential risks, mitigation activities, assumptions and risk management strategies in the planned period
11. Organizational development and institutional strengthening strategies for the strategic intent period,
12. Resources mobilization strategies for the strategic intent period
13. Development, validation, finalization and costing of the strategic intent 2024-2034, including outcome mapping for monitoring and evaluation, detailed implementation plan for 2024-2025, and general activities for 2025-2034. The plan should include priority programs and strategies, baselines and targets, timelines and resource allocations and a monitoring plan and communication plan.
14. Validate the draft strategic plan at a stakeholders’ workshop, and submit the final strategic intent document to WIE, by incorporating the necessary feedbacks and inputs obtained therefrom.
4. Expected Deliverables
A 10-year (2024-2034) strategic intent document, with a result and resource framework, and a monitoring and evaluation (M and E) plan as annexes. Other annexes to be agreed with the consultant, and included in the service contract.
5. Methodology
The consultant is required to provide a detailed methodology and approach to be adopted in the entire process of producing the strategic intent document, in the technical proposal to be submitted as part of the application requirements.
6. Time Frame
Work on the strategic intent development, including the handover of the final document, is to be undertaken within one month, to be counted from the signing of the consultancy service agreement by both parties.
7. Operational Arrangement
The consultant shall directly report to Wetlands International Ethiopia office, who is responsible for facilitation of the task as well as support the consultant providing access to the necessary reference documents and initiating contacts with relevant stakeholders through formal communications.

1.1. Academic Credentials
A multi-disciplinary consultancy team whose members possess a minimum of Advanced degree (PhD or Master's) in the area of strategic intent development/planning and public policy, development studies, natural resources conservation & management, climate change and , etc.
1.2. Professional Experience
Proven and relevant work experience in strategic planning and development in the area of development/environment/conservation planning, policy studies/advice, and particularly international Non-Governmental (INGO) based interventions focusing on the environment, natural resources conservation and management, climate change ,biodiversity and related sectors.

3. Specification for the submission of offers
Technical and final proposal need to be submitted separately before or on November 24, 2023.
The consultant should provide all the mandatory documents such as the legal documents (License, certifications, VAT & TIN registration numbers) and reference from previous assignments
Technical proposal is weighted out of 70% while financial is 30%
