1. Background
The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was registered by the Charities and Societies Agency on 3 November 2009 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Civil Society Organization with Certificate № 0321 under the Proclamation № 1113/2019 ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.
The Ethiopian Business and Disability Network (EBDN) was established in 2015, by ILO Ethiopia and ECDD. The EBDN is a network of member organisations, and address disability as a diversity issue from a business perspective through knowledge sharing, joint action, improving technical skills of members and staff, and through corporate social responsibility activities. The Network fosters the development of a workforce culture that is respectful and inclusive, promoting the hiring, retention and professional development of women and men with disabilities. EBDN membership is open to all public and private companies and organizations in Ethiopia and presently has over 140 members. Currently, EBDN has partnered with the International Labour Organization (ILO) – Ethiopia, to promote and improve the employment situation of persons with disabilities, through engagement with thirty-one companies in five selected industrial parks: Hawassa IP, Bole-Lemi IP, Eastern IP, Kilinto IP and Adama IP.
2. Objectives
The purpose of the consultancy is to conduct HR policy revisions of the thirty-one companies in selected industrial parks, which can lead to the adoption of policies, strategies, and program practices to promote and facilitate the inclusion of persons with disabilities in the selected companies.
3. Scope of work
a. Overall objective
The selected consultant will work with the EBDN team to conduct HR policy revisions of the thirty-one companies in selected industrial parks. The Consultant will guide and facilitate the process of conducting HR policy assessments of the individual companies and include recommendations, revised policy and best practices in the final report. The assignment will focus on the policy recommendations for the organization and the overall strategies required to achieve disability inclusive HR practices within the company.
The consultant will be expected to review the HR organizational structure of the thirty-one companies and propose how the organization might make a transition to better and new inclusive policies. The work would require field missions to the regions where the companies are located- in Addis Ababa, Adama and Hawassa regions.
B. Specific Duties and Responsibilities
The scope of work for the consultant will include but not be limited to:
i. Desk review the HR policies of the selected companies.
ii. Conduct a review of the organization's HR operating environment and undertake interviews of staff – in person or virtual.
iii. Submit draft reports for each company on the revised policy recommendations, based on desk review and interview analysis. Clearly state the purpose and objectives of the revised disability inclusive policy. This section should outline the desired outcomes and the rationale behind the revision.
iv. Specify the scope of the revised policy by defining who and what the policy applies to. This section should outline the roles, departments, or situations to which the policy is relevant.
v. Provide detailed guidelines and procedures that employees should follow to comply with the policy. Include specific expectations, responsibilities, and consequences for non-compliance.
vi. Provide suggestions on how the organization might make a smooth transition and adopt the new revised policy.
4. Deliverables
- Individual reports for the selected thirty-one companies on the recommendations, revisions and scope of the revised policies.
1. Minimum Qualifications
The service requires both professional competencies and extensive relevant work experience as a consultant or consulting firm on disability rights and inclusion issues. The consultant (or lead consultant if a firm) must have the following qualification and experience:
A. Academic Qualification
Master’s Degree or above in organizational development and HR, Project Management, social work, Special Needs Education, etc.
B. Work Experience
· Minimum of 5 years of working experience as a consultant/consulting firm with various private sector, and nongovernment organizations. Working in CSOs/international organizations is an added value.
· A sample of previous work with testimonies including recommendations, and letters of acknowledgment for the participation of similar assignments
· Expertise in disability inclusion, strategic planning, monitoring, and integrating disability inclusion into policy design and management, is an asset.
· Demonstrated excellent interpersonal and professional skills in interacting with stakeholders in the private sector.
· Advanced knowledge of English, including the ability to write clear and concise reports.
6. Timeframe
The assignment is expected to be accomplished within 25 working days.
7. Terms of payment
Payment will be made in three phases.
a) The first payment, which accounts for 25% of the gross amount, will be effected after submission of the detailed work plan.
b) The second payment, accounting for 40% of the gross, will be effected after the submission of draft reports. The consultant will review and incorporate EBDN and stakeholders’ comments and submit the first draft report.
c) The final payment (35%) will be effected upon submission of the final reports.
