icipe seeks to recruit a Senior Business Support Officer II (Policy Expert). The position is tenable at the icipe Ethiopia Office. This is a two-year contract, renewable subject to continued position needs, funding for the position, and performance of the staff member. This is a nationally recruited position. Overall Purpose of the Job
The job aims to identify national policy constraints and collaborate with key actors, including policymakers and legislators, to gain support for reviewing and validating existing and upcoming policies and regulations that are relevant to the implementation of programme operations. Additionally, it plays a crucial role in fostering policy dialogue with various stakeholders, including young people, private sectors, government partners, academic institutions, research centers, and other key players.
· Provide technical advice and support for the implementation and enforcement of apiculture-related policies, regulations, proclamations, and initiatives.
· Review and validate existing policies and support the development of new and enabling policies and regulations.
· Engages policy makers/legislators.
· Conduct policy sensitization sessions with key stakeholders.
· Engage in continuous policy dialogues with young people, the private sector, government partners, academic institutions, research centers, and other key players.
· Facilitates ongoing policy dialogues with young people, the private sector, government partners, academic institutions, research centers, and other key players in the apiculture sector.
· Conducts targeted technical studies in the apiculture sector for evidence-based policy dialogue.
· Develop policy briefs and strategize on reaching its wider audience.
· Support harmonized and consistent implementation of sectoral and horizontal initiatives.
· Perform other related duties as requested by the management and the needs and priorities of the organization.
· MSc or above in political science, governance, public administration, Law, international development, or socioeconomics.
· Prior experience in the Apiculture or Agriculture sector or related agribusiness-oriented sector in policy-related matters will be highly preferred.
· At least 5 years of experience in policy analysis and policy dialogue in agriculture or apiculture or food systems.
· Expertise in the practices, policies, and legislation impacting agriculture/apiculture in relation to honey production, processing, quality, and marketing.
· Experience in policy analysis, research work, and drafting policy briefs.
· Experience of working within a multi-cultural environment.
· Experience in managing time and prioritizing workload effectively to meet demanding deadlines.
· Excellent interpersonal and communication skills with people from various backgrounds and organizations.
· A track record of generating effective policy solutions in a multi-stakeholder setting with competing interests that are justifiable to all.
· Experience and knowledge in identifying gaps and challenges in agriculture, apiculture, and food systems policies and strategies and proposing practical solutions.
· Skilled in delivering impactful presentations and producing coherent written documents.
