ASDEPO is an indigenous, non-governmental and non-profit making organization established in 2013 and works in all regions of Ethiopia. ASDEPO fulfils its mandate by providing assistance to conflict-affected populations, including refugees, internally displaced people, returnees and host communities. Under its mandate, the organization focuses on emergency humanitarian, development and peace building responses. Currently ASDEPO is implementing ES/NFI, Nutrition, Health, WASH and Emergency in Education, Agriculture and Protection and Multipurpose Cash projects in Tigray, Amhara, Gambella, Oromiya, Benishangul Gumuz, Afar and Somali Regions.
This term of reference contains background information, geographic focus, the desired methodology, including objectives, the timeframe, and a list of deliverables of the intended assignment. As well, it contains information about the kind of expertise that ASDEPO seeks for this activity and guidance on how to submit a proposal to conduct the activity. ASDEPO anticipates a fixed award for the assessment and make payments based on submission and ASDEPO’s approval of deliverables. The award agreement will include a payment schedule with specific deliverables; all payments require 10 business days processing after approval of deliverables.
Job Requirement
ASDEPO is seeking a consultancy service provider (an external consultant), who is familiar with the humanitarian contexts to conduct Household level Damage and HLP due diligence Assessment in Dambe oreda, Kamashishi Zone, Benishangul Gumuz Region. The consultant is expected to review the TOR very carefully.
Background
Action for Social Development and Environmental Protection organization (ASDEPO) is implementing a project entitled “Multisectoral Emergency Response Project Supporting Conflict Affected Returnees in Dambe Woreda, Kamashi Zone, Benishangul Gumuz Region.” The project period is 10 months starting from 15-Nov-2023 to 14-Sep-2024. The project is funded by EHF (UN OCHA). Part of this multisectoral project the ES/NFI project aimed providing Emergency Shelter Repair Kits (ESRK) and cash for local material for 517 HHs of conflict affected returnees eight Kebeles of Dambe woreda, Kamashi Zone in Benishangul Gumuz Region. The objective of the cash assistance is to help beneficiary directly purchase local materials, which cannot be found in the local markets, for shelter repair.
Dambe woreda has been affected by frequent conflicts, which have led to the displacement of the community for over 4 years. In recent period, there has been relative peace in the area, the community is returning back to their home and trying to restart normal life .However, the public infrastructure in the area has suffered severe damage, and most houses in the kebeles have been burnt down. Additionally, the colapse of the woreda government structures has made it difficult to access to housing, land, and property (HLP) rights in the area, as most documents and computers were damaged during the conflict.
In order to ensure that returns are safe and sustainable, ASDEPO is implementing a shelter repair project in Dambe woreda, Kamashi Zone, Benishangul Gumuz Region. The project focused on supporting the beneficiaries of the shelter repair kits to increase security of tenure in the return communities. Hence, this Terms of Reference (TOR) summarizes the proposed objective and requirements to cascade damage and HLP assessment. ASDEPO is, therefore, invites qualified firms/ and/or individuals indicated in this TOR.
Objectives
Major Objective
The major objective of this assessment is to conduct land ownership and related statuses of potential beneficiaries displaced from Dambe Woreda of Kamashi Zone to facilitate for the shelter repair kit support by the project.
Specific Objectives
To identify specific challenges in addressing HLP related issues affecting the durable return of conflict affected returnees in Dambe woreda;
To assist returnees to increase security of land tenure in the return location;
Consult local government authorities to facilitate the resolution process of returnees HLP issues;
To propose alternative ways forward for the protection of HLP rights of returnees without compromising regional and federal level legal provisions.
