I. JOB SUMMARY:
The position holder directly reports to the Project Coordinator and will lead the SPIR II Learning, Design and Measurement (LDM) activities as required, as well as manage implementation of the project M&E plans both at the head office and the respective field offices. S/he will also ensure the compatibility/integration of the SPIR II M&E system with CARE's systems and strategic direction through PQL unit and network with the SPIR II Consortium (World Vision), and other implementing and learning partners to enhance collaboration, adaptation, and learning. Closely works with the CARE field office LDM Mangers and jointly supervises SPIR II M&E Officers and M&E specialist at the field offices of the portfolio and provides technical backstopping, organizing trainings. The incumbent adapts and rolls out the SPIR II M&E plan from the Consortium and ensures regular updates to the Indicator Performance Tracking Table (IPTT) including key Feed the Futures indicators.
Due to the growing demand from CARE USA and Program Quality and Learning (PQL) with CET, the Sr. LDM manager is also responsible for implementation of tasks given by CUSA & PQL and delivery of the required deliverables with high quality and the meeting the CoB. S/he is responsible to oversee CARE’s Feedback and Accountability Mechanisms (FAM) work on and timely deliver the required deliverable(s), update PMIS as per the direction of the PQL and CARE for the project. In addition, s/he will be accountable for providing technical support & technical management of the field office-based M&E staff, technical support to the project technical staff, management of the HO based M&E staff, and collaborating with the project partners on the respective portfolios.

V. Working Conditions and Level of Travel Required.
This position will be based at the CARE office in Addis Ababa, with 30% of his/her time for travel to project operational areas in East and West Hararghe Zones of Oromia Region.
