Start Date: ASAP Background on IMPACT and REACH REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris and present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its field intervention. We are currently looking for a REACH Safety and Security Assistant to support our team in Ethiopia. I. Main Objective: This position will support the REACH Team and Security Department to: · Ensure that the safety and security standards of REACH Field Teams staff are high. · Act as liaison and advisor for REACH Field Teams including REACH enumerators to ensure their safety and security during the various assessments conducted in Ethiopia within REACH’s sphere of influence and context of operations. They will acquire an operational comprehensive understanding of the REACH program in Ethiopia and provide support and advice regarding safety/security and liaison with Field Teams. They are accountable for compliance with ACTED security and safety guidelines. II. Duties and Responsibilities 1. Context analysis and Risk Assessments · Provide daily contextual security reports to the Country Senior Security Officer on the different Oblasts of intervention depending on the assessment ongoing. · Provide weekly contextual security reports and share with the Country Senior Security Officer on the different Oblasts of intervention. · Provide analysis of potential new locations of intervention before assessment periods. · Ensure appropriate risk assessment and location checks are done before assessment. · Support the Security Department in providing regular updates on ongoing Field Assessments. 2. Journey Management · Ensure the movement tables and movement follow-up of the REACH field team are updated regularly and according to the procedures in place. · Support the Security Department in reviewing the movement tables and appropriate movement clearances for L1 and L2 areas according to the procedures in place and risk assessments. · Ensure the various check-in groups are updated and relevant Field Team check-ins according to the procedures in place. · Ensure the security prerequisites and various mitigation measures applicable for the various field assessments are in place and respected. 3. Briefing and training · In collaboration with the ACTED Country Senior Security Officer, provide security briefs to REACH field staff before and during assessment periods. · In collaboration with the ACTED Country Security Officer, provide security briefing to REACH field staff as needed and ensure that all staff adhere to security policies and procedures (movement clearances, check-in, standard operation procedures, etc.) 4. Crisis Management · Support the Security Department in conducting headcounts of field teams when needed. · Support the Security Department in drafting Security Incident Reports when necessary. · Update the field team with security alerts when required. 5. Protection Mainstreaming · Promoting and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED/REACH staff, partner agencies, casual labors). Perform other duties as requested by the supervisor. 6. Other: · Any other duties, assigned by the Line manager, required to support the running of REACH/ACTED activities. |
Qualification, Experience, and Technical Skills
· Typically, have a bachelor’s degree and at least 1 year of experience in the humanitarian and/or development sector (strongly preferred).
· Extensive experience in security management and procedures.
· Excellent computer skills (office applications).
· Working knowledge of written and spoken English is required.
· Good knowledge of the context and situation.
· Demonstrated communication and organizational skills.
· Basic English language is essential.
· Ability to train, mobilize, and manage both international and national staff Flexibility and ability to multi-task under pressure.
· A willingness to work and live in often remote areas under basic conditions.
· Proven ability to work creatively and independently both in the field and in the office.
· Previous experience providing training and making presentations will be considered an advantage.
· Experience in contingency planning and experience in emergency simulations will be considered an advantage.
