Job Description
The Horn Economic and Social Policy Institute (HESPI) is an independent and autonomous socio-economic policy research and institutional capacity building organization working in the Intergovernmental Authority on Development (IGAD) region. Among other regional interventions, the Institute is implementing a program named Strengthening African Leadership for Climate Adaptation (SALCA) which aims to enhance the organizational performance of African entities working on climate adaptation. The SALCA program is coordinated by the African Capacity Building Foundation (ACBF) and aims to transform HESPI into an entity that contributes significantly to the implementation of an evidence-based climate adaptation agenda.
In the effort of realizing this transformation, the Institute hereby invites consulting firms or individual consultants to provide the following consultancy services. An individual applicant or a firm can apply for one or more of the assignments listed below. Only summaries of the scope of the role and the required qualification are highlighted here. The objective of this assignment is to develop a Result Measurement, Monitoring, Evaluation and Learning Manual (RM/MEAL) guideline for HESPI. The consultant will define the RM &MEAL standard/Framework to provide necessary directions for users (Program and M&E staff) of HESPI. The scope of the assignment will include assessing the operational context and defining the guideline scope, producing a well-written guideline, providing hands-on training for relevant HESPI staff members on the tenets of MEAL.
