Background
In the last decade, Ethiopia has achieved marked results in expanding access to and utilization of health services and achieved the targets for maternal and child mortalities of the MDGs. The restructuring and reforming of the health system, complemented by increasing government spending on health, has been the backbone of this progress. However, Ethiopia’s health system needs to make further progress by reforming and innovating strategies for healthcare and improving quality and equity of care to meet its population's current and future needs. In alignment with the Sustainable Development Goals for Health, the government of Ethiopia has renewed its commitment by including quality, safety, and equity as the strategic objectives in the Health Sector Transformation Plan (HSTP-II). Accordingly, the Health System Innovation and Quality Improvement Lead Executive Office (HSIQI-LEO) of the MOH-Ethiopia develops policies, strategies, and plans activities to strengthen the health system, promote innovation, and improve healthcare quality and equity in Ethiopia.
Strengthening and improving health systems, innovations, and quality of care requires generating, synthesizing, and using scientific and other evidence to identify needs, propose the best solutions and policy directions, and improve the efficiency and effectiveness of plans and performance. Using evidence to track the implementation of services and programs and to assist policy development, review, and analysis is crucial to inform decision-makers timely about the program need, progress made, and corrective actions to be taken. To achieve this, the HSIQI-LEO works with its partners to advance its quest and efforts to enhance the use of evidence in its strategic programs and policies. Being a party to this, the Fenot project of Harvard T.H. Chan School of Public Health (HSPH) supports the MOH-Ethiopia in generating, synthesizing, and using scientific evidence during policy and program development, implementation, and evaluation. Fenot wants to hire a consultant Evidence-to-Policy (E2P) Specialist’ to further its support to the MOH-Ethiopia.
Scope of the Work and Conditions
The E2P Specialist will work with the Senior Health System, Innovation, and Quality Advisor and the HSIQI LEO Lead and staff to support identifying and prioritizing policy and program issues and generating, synthesizing, and using scientific evidence during program development, implementation, and evaluation. The Specialist will support implementing E2P activities at HSIQI LEO and Fenot. He/she will have rich research and program knowledge and skills in health systems, innovations, quality, equity, and safety to work with the HSIQ-LEO, HSPH staff, and other platforms.
Duties and Responsibilities
Workplace and reporting
The Specialist will be stationed at the HSIQI LEO (70%) of the MOH-Ethiopia and the Fenot office (30%) in Addis Ababa. The incumbent will report to Fenot and HSIQI LEO.
