CONTRACT DURATION AND REMUNERATION:
- The contract will be for one year but extendable depending on the satisfactory performance and the need for business continuity.
- The consultant will be based in Addis Ababa and travel as necessary to regional MOH/EPHI offices
BACKGROUND
The Government of Ethiopia, as part of the Africa Centres for Disease Control &Prevention Regional Investment Financing Project (ACDCP), has received financial support from the World Bank to strengthen continental and regional infectious disease detection and response systems. The Ethiopian Public Health Institute (EPHI), as the sub-recipient of the Ministry of Health (MOH), is responsible for the administration of a good portion of the project fund which, needs considerable efforts to plan, administer, and follow-up.
For effective implementation of this project, MOH/EPHI is looking for a Monitoring and Evaluation Officer who will be responsible for the overall performance management of the project, ensure the maintenance of efficiency and effectiveness throughout the life of the project consistent with agreements, manuals, project document and will work closely with the project team and MOH/EPHI Program Planning, Monitoring and Evaluation directorate. The M&E Officer will provide overall M and E related supervision and guidance to the project and MOH/EPHI and serves as a focal person for M&E aspects of the project. The scope of work broadly includes generating project status data, and interpreting and presenting data that is usable for project management decision.
The Africa CDC Regional Investment Financing Project Monitoring will be implemented based on the progress made against the execution of the specific activities and delivery of corresponding outputs for the Projects as reflected in the consolidated M&E framework.
OBJECTIVE
The overall objective of this position is to generate project status data and overseeing the ACDCP activity implementation progress through systemic monitoring and periodical evaluation of the project activities to ensure transparency and accountability among the project implementers. These will contribute to the success of the project as a whole.
SPECIFIC TASKS / ACTIVITIES
The Monitoring and Evaluation Officer will be accountable to the Program, Planning Monitoring, and Evaluation directorate and the Monitoring and Evaluation Case Team leader and shall carry out the following activities:
- Develop and refine a work plan for each component and implementers in the institute
- Develop a monitoring plan for each activity of the project
- Provide information/Reporting for timely decision-making at all levels
- Tracking the contribution of key activities implemented for achieving outputs key activity implementations to ensure that Africa CDC Regional Investment Financing Project outputs are being achieved timely and in a robust manner, and contributing towards achieving outcomes.
- Develop and support the overall M and E institutional capacity of MOH/EPHI and enhance continuous institutional learning for all stakeholders of Africa CDC Regional Investment Financing Project
- Promote accountability and transparency among all stakeholders of the Africa CDC Regional Investment Financing Project and
- Organize and ensure regular, valid, and complete data collection related to the plans described above
- Develop a Monitoring and Evaluation plan that includes process and outcome indicators and data collection tools for each priority activity of the ACDC project M&E framework.

METHODOLOGY
The Monitoring and Evaluation specialist will work closely with the Program, Planning Monitoring, and Evaluation directorate and the Monitoring and Evaluation Case Team to assist in the Monitoring and evaluation activity and improve the performance of work following Guidelines & procedures of World Bank.
REPORTING:
The Monitoring and Evaluation Officer will report to Monitoring and Evaluation Case Team leader and to the Africa CDC Project Coordinator related to the project activities.
- MA/MSc in Monitoring and Evaluation, Developmental economics health informatics, Epidemiology, Health Economics or other MPH in M&E or a related concentration
- Minimum of 8 years of relevant experience in Monitoring and Evaluation of large-scale health and health service delivery and systems strengthening programs and projects
- Experience in design, development and, implementation of Monitoring and Evaluation systems and plans, preferably in the health sector.
- Knowledge of monitoring and evaluation of World Bank projects and Africa CDC projects
- Knowledge of Ethiopian health policies
- Fluent in written and Spoken English and Excellent presentation and communication skills
- Demonstrated experience in collaborating effectively with a variety of partners both within and outside government
- Knowledge & experience of public health research and the Ethiopian Medical laboratory system.
