BACKGROUND:
The Ethiopian Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development and transformation. The Agency does this through a focus on strategic and analytical problem-solving, coordination and capacity building of key partners and stakeholders, direct program implementation of key national programs, and diverse implementation support activities to external program owners.
The Analytics Team reports to the CEO, and serves as the ATA’s strategic advisory and consulting function, working across the organization’s teams as well as with key external partners and senior stakeholders in a client-service model and with a focus on client enablement. The Team’s responsibilities cut across five main areas:
• Developing strategies for agriculture sub-sectors, specific value chains and other priority topics, and for broader structural and rural transformation across public and private sectors in a developing country context
• Undertaking other high-impact analytically-focused projects including policy and regulatory analysis, institutional / industry structure / organizational design and enhancement, process design or enhancement, investment cases and business model design
• Designing major programs, as well as setting up and operationally supporting these programs until a full program team can be staffed
• Driving the organization's efforts in analytical capacity-building internally, including management of a professional development program for ATA staff, and for key partners
• Coordinating and providing quality control of analytical studies and consulting projects commissioned to external services providers.
The Team executes on these responsibilities through a very unique and successful hybrid, capacity-building focused staffing model. Through this model, international consultants with experience at top-tier strategy consulting firms are paired with teams of locally hired analysts with a diverse range of backgrounds including business, economics, policy analysis, engineering, agriculture, development management, political science, law and other fields. Within each project team and through extensive training and professional development programs, international staff build capacity of locally hired analysts so these staff can develop the skills required to eventually lead projects and teams themselves.
POSITION SUMMARY
In addition to designing and executing various high-priority analytically focused projects, the Analytics Team also has responsibility for recruiting all international and local analytical staff, and managing the training and professional development programs for these staff as well as analytical capacity building programs for external partners. To support these efforts, the Analytics Team is seeking to hire a Recruitment, Training and Professional Development Specialist.
The Recruitment, Training and Professional Development Specialist will report to the Analytics Team Leader and be responsible for managing across a number of critical areas:
• Recruitment of international and local staff including ATA’s university recruiting program
• Scheduling and managing onboarding and regular trainings provided to international and local staff, with 1-2 training sessions every week
• Coordinate the team’s monthly health pulse-check process
• Set up and coordination of a new internship program
• Professional development programs such as local and international secondments and rotational programs with consulting firms and development partners, and scholarship programs
• Coordinating these activities with ATA’s Human Resources function

Efficiency, attention to detail, flexibility, good judgment, ability to communicate professionally in both oral and written form, and capacity to manage effectively across a range of activities and tasks. The ideal candidate will also possess previous experience in managing recruitment processes, and staff training and development, in top-tier corporate or development organization.
ESSENTIAL DUTIES
• Manage the University Recruitment program including promotional visits to universities around the country, attending and presenting at job fairs and other relevant forums, developing and administering an online and/or paper screening exam, scheduling interviews and managing logistics, and other related activities
• Manage the recruitment process of International Consultants from top-tier international firms and universities, including developing and implementing a strategy to identify, attract and recruit interested individuals
• Set up and manage a new internship program
• Manage and support secondment and rotational programs with international management consulting firms, development firms and other external organizations
• Manage the onboarding process of all new staff that join the Analytics Team
• Manage regular trainings for all staff in the team, including planning and scheduling trainings, gathering feedback and refining training programs and curriculums
• Support design of and manage dedicated scholarship programs for Analytics staff to attend higher education
• Manage Team’s monthly health pulse check process, including analyzing results to identify areas of improvement
• Support the Team Leader in regular project staffing process
• Liaise and coordinate these activities with ATA’s HR Team where required
REQUIRED QUALIFICATIONS
• Bachelor’s Degree in Management/Business, Human Resources, Social Science or other relevant fields
• Four years’ experience in a similar role in a corporate or development agency setting
• Experience interacting and collaborating with international private or development sector firms
• Demonstrated proficiency with MSOffice is required
• Ability to thrive in a fast-moving environment, with an emphasis on high performance, teamwork, accountability and results
• Excellent oral and written communication skills, with highly collaborative working style
• Strong set of personal values including integrity, honesty and desire to be of service
• Fluency in English and Amharic
