JOB SUMMARY
Under the general supervision of the HUB MEAL Manager, the FO MEAL Manager – will manage MEAL & MEAL related activities of all programs/projects being implemented under Save the Children AO. He/she is responsible to ensure that the delivery of the programs is in line with SC approach, Donor requirement, SC MEAL framework and specific programmatic approaches. He/she will ensure & strengthen that strong MEAL system is in place so that the implementation of the programs is of high quality to be accountable to beneficiaries, partners and donors.
KEY AREAS OF ACCOUNTABILITY:
Management and Leadership
Provide overall supervision and leadership on the MEAL functions and strategy delivery at Area office level
Prove supervision, mentorship and professional development to MEAL staffs in the Area office so that staffs have the required capacity and enthusiasm to undertake their responsibilities
Provide oversight of MEAL budget and ensure effective and timely utilization for the appropriate MEAL activities
Be the key link among the MEAL team & Area office level operations team.
Ensure MEAL evidences (IPTT, project performance/action trackers, etc) are used for management decision making and continuous performance improvement and be part of the field office level management team members
MEAL System Development
Design system and contextually appropriate MEAL implementation strategies to make the SCI MEAL system functional and contribute for program quality.
Undertake responsibility of the rolling-out of SCI MEAL system for the FO’s.
Ensure programmes/projects are using Quality Benchmarks as part of their day to day implementation and quality monitoring practices
Make sure that MEAL evidences are used for management decision making.
Participate on the design and roll-out of standardised monitoring tools and methodologies.
Ensure that area operation and project staffs understand SCI MEAL system and its application in all projects with uniform fashion.
Lead and support the field level MEAL technical working group to ensure quality programming against quality bench marks through participatory methodologies (including child-friendly methodologies).
Ensure periodic reports are as per the standard quality, standard template, and time frame and communicated accordingly.
Be the key link between area operation office level MEAL teams and Addis-based MEAL team, ensuring that data and reports are of a high quality and submitted on time
Ensure functional accountability mechanisms are in place as the four pillar of accountability (Information sharing, participation, establishing and implementing Compliant and Feedback Mechanisms (CFM), and staff capacity building.
Ensure all projects incorporate child safeguarding issue in their monitoring checklist to regularly monitor its implementation status.
Ensure every project has at least 30% engagement (level of effort- LoE) by respective MEAL personnel.
Learning and Knowledge Management
Lead the implementation of LKM framework in the Area office and support there is a functional LKM system and capacity in the FO.
Support programmes in the identification of learning objectives and evidence gaps.
In close collaboration with program team facilitate in generating, storing and sharing knowledge (most significant change story, meta-analysis, research/evaluation summary reports, etc).
Ensure utilization of learning and knowledge generated in decision making and programme improvement (maintain up to date Field office action tracker and monitor the utilization and application)
Ensures proper documentation of experiences and lessons across all projects /programs at Area office level
Work to create mini data base that helps to document basic information that helps for program designing, project proposal writing etc.
Technical MEAL Support and Capacity Building
Undertake continuous staff capacity assessment and develop capacity building plans
Provide trainings and capacity building for staff as required
Ensure relevant staffs in FO received proper orientations, inductions, training to help them deliver their MEAL responsibilities
Provide technical support for FO MEAL staffs that helps to ensure program data are well secured through electronic backup system and hard copy filing.
Sets standard and agreed performance objectives for all direct reports
Conducts midterm performance review at midyear for direct reports
Conducts end line performance evaluation for direct reports, documents and submits to HR
Provide guidance for projects to collect quality monitoring data in a timely manner and collate / organize data for reporting to the country office and FOM office.
Manage to maintain regular communication and interaction with partners to facilitate and promote learning and information sharing between SC and the partner organizations.
Programme design, research, evaluations, assessments and other studies
Follow up FO/Themes periodically assess and update changes in children needs (especially deprived children)
Ensure evaluations are undertaken as per the threshold and FO maintain up-to-date evaluation trackers to monitor delivery and action planning
Lead/participate in project/ programme baseline, evaluations, researches and assessment activities in his/her areas of jurisdiction
Provide technical support and participate as required in all other aspects of MEAL at the FO for example surveys, assessments, baselines surveys, evaluations, joint projects reviews / lessons learning workshops/events.
Collaboration and Networking
Promote collaboration and joint actions with different organizations and partners
QUALIFICATIONS AND EXPERIENCE
BSc/BA/ MSc/MA degree in an area of statistics, economics, social science or equivalent. MA/MSc preferred
Minimum of five years, and three years NGO management experience in a MEAL role in both emergency and development contexts, preferably with solid experience in more than one of the following priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies
Direct experience of rolling out and managing MEAL systems and of working on all aspects of MEAL
Demonstrated commitment to building staff capacity, skills in training and capacity building
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
Computer skills like Microsoft office, SPSS etc
