Save the Children with funding from EU has been implementing RESET PLUS- Youth empowerment for successful transition to decent work project targeting unemployed and under employed youth living in eight woredas of Sitti and Waghemera zones (four in each zones) in Somali and Amhara regional states respectively. The action is jointly implemented by Save the Children (the lead organization), OXFAM, Organization for Rehabilitation and development of Amhara (ORDA) and UNISOD. The action will also partner with relevant government authorities such as bureau of Labour and Social Affairs (BOLSA), Bureau of Youth and Sport (BOYS), Burea of Women and Children Affairs(BOWCA), Technical and vocational Education Training (TVET) Agency, and Small and Micro Enterprises (SME) Development Agency etc., – at Regional, Zonal and woreda level.
The overall objective of the project action is to enable vulnerable young men and women (aged 15 -29) to successfully transition to decent jobs primarily through wage employment. There are seven key results the project aims to achieve in its 42 months (April 2018 – June 2021) life time. These are :(1)Youth have improved economic opportunities; (2) youth transition to decent , wage based – work; (3) Youth have improved assets and financial literacy ; (4) community attitudes change positively towards wage employment in “market sheds” ; (5) entry level work opportunities are available to youth through on –job training and mentoring mechanism ; (6) private and public sector participation have increased in supporting transition to work in urban areas ;and (7 )transparency and functioning of the job market has improved .
As one of the inception phase deliverables, Save the Children and its partners are tasked to conduct high quality labour market and youth perceptions assessment. The findings from this assessment will inform the Action to identify: 1) The type of skills that labour market requires; 2) Youth perceptions and aspirations towards wage-based employment; and the economic drivers for and patterns of youth migration; 3) Available jobs and opportunities to create/support linkages among employers and employees; and 4) Gaps between youth skills and market demand.
Preference will be given to applicants with the following:
· At least a master’s degree, in a relevant discipline preferably Economics (Labour Economics), rural development, agricultural economics, entrepreneurship and Development Studies/Business Management
· Proven research and economic analysis experience in area of national and regional strategies and polices on youth livelihoods and workforce development, including 5 years of working experience in labour market assessment
· Demonstrated understanding of the vocational skill training (workforce development), labour market dynamics, entrepreneurship and livelihoods sector specifically as it relates to entry level job employment for youth with low levels of educational attainment and non-formal skills
· Good understanding of the agricultural and pastoral context including labour migration in the proposed project intervention areas of Somali and Amhara regions
· Ability to produce well written, analytical reports in English essential
· Strong quantitative and qualitative data analysis skills
