ROLE PURPOSE:
Maintain a strategic view of the awards proposals development function and works collaboratively with members and other departments of the country office. S/he supports and coordinators the country office budget proposal development, general budget development and cost allocation. Plays a key role in supporting the PDQ and PO thematic heads in proposals development. Leads the development of a coherent realistic and accurate budget that is aligned to the technical work plan; donor’s, SCI, members, and host government rules and regulations; and ensuring the timely submission of quality proposals to donors
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Proposal budget development
· Supports the generation of funds from donors and members through active involvement of quality proposal budget development process; identifies key finance related risks in concept notes, award proposals and award agreements; and provide budget analysis, cost estimation, inflation analysis, and foreign exchange management.
· Ensures readiness to respond to calls for proposals for large grants and provide necessary budget formulation support to programme staff.
· Ensures that information is provided in a timely fashion in the proposal development process (schedule).
· Disseminates donor and SCI standards to relevant personnel at the beginning of the process.
· Verifies that proposals adhere to donor and SCI standards and that narrative is cohesive with budget.
· Ensures that all proposals, contracts and amendments with donors follow internal procedures.
· Ensures SCI award management guidelines for Concept note, Proposal Development and Award Agreement is strictly followed.
· Be the point of contact for SC members in the country office, for proposal development and general budget development; and act as a key gatekeeper for ensuring budget quality control of proposals.
· Develop relationships with key donor community within the country; identify and track fund raising trends at national level and collate information on donor trends globally.
· Budget development, and responds to budget-related donor post submission questions.
· Responsible for developing comprehensive budget for new proposal. The process requires effective:
- planning and coordination: which includes clearly defining expectations and assumptions; developing budget timetables and identifying responsibilities for budget preparation; developing a coordinated calendar of activity; communicating a well-documented applicable policies and procedures; and determining the budget development approach;
- budget construction through implementing established and agreed budget methodologies between SCI and donor;
- designing calculation worksheets and submission templates; and
- Oversight, review and communicate in seeking the relevant staff involvement at each stage for quality assurance and structured communication.
· Responsible to lead cost and pricing functions to ensure that this need is represented in proposal deliberations, process, and approval.
· Ensure a consistent and timely approach to budget development through:
- clear and direct communication at the beginning of the budget process and throughout the budget development process - from preparation through review and revision when applicable,
- sharing and applying key budget assumptions consistently, and
- Communicating budget guidelines to participating proposal development team and stakeholders at the commencement of each process.
· Responsible for identifying, assessing, and rating risk registers to the AMS when posting a proposal, GIK, grant or concept note for review and approval.
· Support BHs in mapping, phasing and re-phasing of award budgets. Provide support in relation to budget amendments and modifications
EtCO Budget Management
· Supports all departments, field offices and BHs in the formulation of country office annual budget and resource allocation.
· Actively involved in preparation of Country Office master budget.
Contribute to Strategic Fundraising and System Design and rollout
· Actively participate on the development and roll-out of an organisational budgetary system (emergency and development proposals) in line with SCI MOS and ensuring accountability to donors and beneficiaries.
· Actively participate in the development and tailoring of budget templates, and justifiable costing strategies for new proposals meeting SCI, donors and members requirements.
· Supervise and monitor use of budgetary tools to support full cost recovery for SCI.
· Ensures that a system is in place to analyse administrative costs and shared programme cost so that all aspects have been taken into account.

· Minimum Five years of experience in Financial management/ proposal development, budgeting and grants management experience.
· Significant experience in donor coordination inducing senior level stakeholder management.
